Tebet wants to raise the poverty line to expand the public of social benefits

The candidate for the Presidency of the Republic Simone Tebet (MDB) presented her government plan and defended expanding the values ​​that define the line of misery and poverty, thus increasing the base of people who can be served by income transfer programs.

The senator also defended the amount of R$ 600 for payments within the income transfer programs — in her plan she does not mention Auxílio Brasil and promises to create a new program — but promises to rescue conditions, such as those that existed in the extinct Bolsa Família .

Simone Tebet’s campaign presented its government plan at an event in São Paulo this Monday (15), the deadline for the program to be filed with the electoral court.

One of the main points of the program is the promise to eradicate hunger and misery, in addition to reducing food insecurity. To this end, the candidate promises, among other proposals, to implement a permanent income transfer program with greater focus and support for the most vulnerable families.

Although it is not included in her government program, the candidate stated during the event that it is necessary to change the bases for the definition of the public that can be served by income transfer programs.

“It is not possible to characterize R$ 100 per capita as misery. We have to raise this floor a little. That is, more people have to be considered miserable, including for the purpose of receiving these values ​​and this permanent income transfer”, he said. .

Tebet then stated that “obviously”, if elected, she will maintain the R$600 minimum for the payment of the social program, but said that she would “call again”.

First, he mentioned that it is necessary to work with the municipalities to avoid making undue payments. And then he said that beneficiaries will be required to “vaccinate in the arm and that the children are enrolled”. He also said that there will be specific points for the qualification of mothers.

As anticipated by the Panel, Tebet also stated that his government will create insurance — along the lines of the FGTS—for low-income informal and formal workers in situations of sudden drop in earnings. It will be in the form of a savings account, which will be called the Family Insurance Savings.

Another proposal by the senator in relation to informal workers is to reduce the social security contribution to the range of one minimum wage for all workers, as a way of encouraging formalization.

Simone Tebet also intends to recreate the Ministry of Planning.

The candidate also expects to approve the tax reform within six months of government, which is similar in some points to the one currently being processed in the Senate, especially in the matter of creating a single tax.

The government plan states that the objective is to bring more social justice, simplification, progressivity and neutrality to the Brazilian tax system. It also provides for the creation of a constitutional fund to compensate states and municipalities in the North, Northeast and Midwest.

There was also a promise to reform the income tax, with the aim of eliminating regressiveness from our system. Tax expenditures will also be periodically reassessed, with reduction targets.

His government plan states that privatization will be promoted, with the aim of creating greater competition, efficiency and increased productivity in the economy. However, Petrobras is not mentioned.

Simone Tebet and her campaign maintained a commitment to fiscal responsibility, but made an exception. The senator promised to declare a state of emergency to carry out transfers outside the spending ceiling and thus zero the queues for medical exams and surgeries, which were dammed during the pandemic.

“We are ready to end the queues for exams and surgeries resulting from the pandemic. And here I want to announce why: a state of public calamity was created for everything, everything that was not a state of calamity, a state of emergency was created to spend public money, for a secret budget, to serve the electoral corrals. But what could be done was not done”, said

“[Vamos] guarantee in the first year, fund by fund for the municipalities, outside the ceiling, guarantee the limits, fund by fund, to zero the queues of exams and surgeries that were pending during the pandemic period”, he added.

The senator also proposes to create a savings account for public school students, who will receive contributions for each year of studies completed, to keep them in school. At the end, the young person will be able to withdraw this amount.
