Proposals for candidates unite liberal and social democratic groups

Income distribution policies, defense of the environment and of minority groups are among the common points of proposals presented to candidates for the Presidency of the Republic by groups identified with liberals and social democrats. Or rather, presented to almost all presidential candidates.

Among the entities that have already released documents and are in contact with the campaigns are Livres, Derubando Muros and the so-called “Group of 6”.

The last two have maintained a dialogue with the campaigns of Lula (PT), Ciro Gomes (PDT) and Simone Tebet (MDB). Contact with the team of Jair Bolsonaro (PL) was discarded, given the assessment that the current president has proposals and actions that do not fit the pillars of respect for democracy and fiscal responsibility defended by these organizations.

On the agenda of the three groups are, for example, themes inherited from 2018, such as tax and administrative reforms. Livres and “Grupo dos 6” also bring in their documents an Amazon Protection Program and points from the so-called Social Responsibility Law, which brings together a new social benefit and the Family Insurance Savings.

Another theme that was highlighted in the documents is the defense of democracy, in the face of the attacks made by the current president of the Republic on the electoral system.

Livres, which emerged within the PSL in 2016 but left the party when Bolsonaro joined the party in 2018, claims that surviving the current government was a challenge for a group that follows liberal principles, an agenda that the president allegedly embraced to elect.

“Group of 6”

The document “Contributions to a democratic and progressive government” was given to some candidates by economists Bernard Appy, Francisco Gaetani, Marcelo Medeiros and Pérsio Arida, professor Carlos Ari Sundfeld (FGV Direito SP) and political scientist Sérgio Fausto.


Magno Karl, president of the institution, says that the group’s principles remain the same as at the time, but that the proposal book incorporated issues that have entered the public debate in the last four years, such as the expansion of Bolsa Família (currently Auxílio Brasil).

He says that the group sees more affinity of ideas with third-way candidates, such as Simone Tebet and Luiz Felipe d’Avila (Novo), and recognizes that they are further away from the leaders’ programs in electoral polls.

“Lula’s economic proposals refer back to the PT of the 1990s, a recipe for regression that ignores even what the PT governments were. In Bolsonaro’s, there is a lack of commitment to maintaining Brazil’s economic stability for the future”, he says.

More identified with the economic and political center, Derubando Muros presented an agenda with 11 priorities, themes that are not conventional and that were not even mentioned in the 2018 campaign, according to José Cesar “Zeca” Martins, sociologist and investor who coordinates the group. . Six of them related to the future of the economy, such as the concept of “phygital”.

“The idea is to have a program of equity, social inclusion, the reduction of radical inequalities and, at the same time, align Brazil with growth challenges as the world proposes today. It doesn’t matter if this candidate is from the left or from the center” , says Martins.

The document has already been presented to candidate Simone Tebet, and the group is trying to schedule meetings with Ciro and Lula. “We just won’t talk to Bolsonaro, because then he’s already below the threshold of democracy that we consider.”

The current president also did not receive, at least not through the hands of those responsible, the document prepared by a group of six specialists in different areas. One of them, economist Bernard Appy, says that the document prepared with five other colleagues was given to representatives of the campaigns of Ciro, Tebet and d’Avila.

According to him, the idea was to present suggestions to be eventually used. He and other members of the group have individually spoken with people linked to the campaigns, usually about more focused issues rather than the document as a whole.

The group, like Livres, proposes to transform into a complementary law all the details present in the Constitution, preserving in the Charter only fundamental principles, with the objective of facilitating governance and accelerating reforms.

In addition to targeting presidential campaigns, some of these groups also work with candidates for the Legislative and state governments.

Livres has around 60 members running in these elections. The Students For Liberty Brasil group has 12 former students and former employees among the candidates — people who left, as the legal nature of the group prevents members from acting politically.

Nycollas Liberato, executive director of the entity, says that one of the changes that have taken place in the liberal group in the last four years was the perception that greater participation in the political world would be positive.

He also claims that it was necessary to adopt “a considerable distance” from the Bolsonaro government, which is far from being a liberal.

“Before, our volunteers had an aversion to politics, on average. Now, they are able to recognize the importance of politics also to stop the increase of the Brazilian state.”
