The main entities that represent nursing professionals say that the category will not officially join the protests this Wednesday, September 7, leaving for the 9th the holding of national acts asking for the restoration of the salary floor – suspended in an injunction by the minister. Luís Roberto Barroso, of the STF (Federal Supreme Court), on Sunday (4).
Meanwhile, some independent groups of nurses are mobilizing to take to the streets on the date.
On social media, supporters of the president and reelection candidate Jair Bolsonaro (PL) have called on nurses to join the demonstrations on September 7, a date that marks Independence Day and which, last year, brought together thousands of supporters of the president. in various parts of the country.
In 2021, the STF became the target of protesters, many of whom called for the closing of the court in posters and speeches. In his speeches last year, Bolsonaro attacked STF ministers and claimed that the acts of that September 7 were an “ultimatum” to the Powers of the Republic.
The recent decision of the STF unfavorable to nurses is the motivation that could unite them to the acts of this September 7, according to Bolsonarista posts.
However, according to Daniel Souza, a member of Cofen (Federal Nursing Council) and member of the National Nursing Forum (which brings together several nursing entities), the date was disregarded by the organizations precisely because of its political connection.
“The date of the 7th was not considered by the movements, precisely to avoid this mixture of themes. We understand that this discussion of the salary floor goes beyond issues of the electoral political dispute at the moment”, says Souza, refuting the link to “movements against the STF”.
“We believe in the institutions, in the Powers, both in the Executive, in the Legislative, and now in the Judiciary. We understand that this discussion is part of the democratic process, and the appropriate legal mechanisms will be used to lead to the reconsideration of Minister Barroso or else a favorable decision in the plenary.”
“It is obvious that the category is very dismayed, disappointed, we did not expect this. But we believe in dialogue, in construction, and in the exchange of ideas.”
On Monday (5/9), the day after Barroso’s decision, some manifestations of nurses in the country were already registered. One of them was carried out in Brasília by the Union of Nurses of the Federal District (SindEnfermeiro-DF).
According to the union’s president, Jorge Henrique de Sousa, demonstrations on September 7 were discarded because the national acts on the date are considered, in his words, “undemocratic”.
“There is a fear that our demands will be appropriate, due to the friction that exists between the president’s supporters and the STF. Therefore, we have been careful to clarify that the precautionary measure that Barroso granted was related to a lawsuit filed by CNSaúde (National Confederation of Health, Hospitals and Establishments and Services), which represents private health establishments. The origin is from employers in the private sector. Despite Barroso having granted this injunction, we believe that whoever is resisting to pay the floor is the business sector”, says Sousa.
SindEnfermeiro, which is part of the FNE (National Federation of Nurses), also recognizes September 9 as the day of national acts on the nursing floor.
who will go to the streets
Meanwhile, some independent groups of nurses from these organizations have issued calls for demonstrations on 7 September.
Nurse and influencer Diego Besou posted on Instagram, where he has more than 480,000 followers, a poster with the words “Paralysis September 7” and “Nursing will stop!”. The poster summons protesters to Avenida Paulista, where pro-Bolsonaro acts will also take place in São Paulo (SP).
Besou’s partner, nurse Thiago Mancussi, told BBC News Brazil that the demonstration is being organized for September 7 because Besou – who has become a comedian and presents the play “Tô de Plantão” – has a busy schedule for the rest of the week. According to Mancussi, the act “has nothing to do with Bolsonaro or Lula, but with nursing.”
As for the choice of Avenida Paulista, Mancussi says that it happened because “it is a place that draws a lot of attention”.
“It has nothing to do with the political act”, says Mancussi, stating that there are demonstrations by nurses scheduled for September 7 also in Santos (SP) and Londrina (PR). “People are already tired, so whatever you can schedule today, tomorrow, another day, people will want to go outside.”
Floor of R$ 4,750 suspended
In early August, President Jair Bolsonaro sanctioned a salary floor of R$4,750 for nurses. The law also established a floor of 70% of this amount for nursing technicians (R$3,325) and 50% for nursing assistants and midwives (R$2,375). The president vetoed the annual correction of the floor by the INPC (National Consumer Price Index).
The original bill that established the floor, presented in 2020, is authored by Senator Fabiano Contarato (PT-ES). The text and the values of the floor went through several changes during the process in the Senate and in the Chamber of Deputies.
On Sunday, in an action presented by CNSaúde, STF Minister Luís Roberto Barroso considered that the floor should be suspended because the Legislative and Executive did not take sufficient measures to make the payment of the floor possible without putting public health care at risk. . The action is on the agenda for judgment of the plenary of the STF scheduled for Friday (9).
Government leader in the Chamber, Deputy Ricardo Barros (PP-PR) announced on social media that the Planalto will defend the maintenance of the floor through the Attorney General’s Office (AGU).
Bolsonaro’s main opponent in the presidential election, Luiz Inácio Lula da Silva (PT) wrote on Twitter that he “always” defended the nursing salary floor, accusing Bolsonaro of turning “his back on professionals who fought in the pandemic” through his son, Eduardo Bolsonaro, and Ricardo Barros, who in May voted in the Chamber against the bill referring to the floor.
Then, in July, the two deputies voted in favor of the Proposed Amendment to the Constitution (PEC) that established the floor.
