Skrekas: Resources of 640 million euros for the upgrade of Public Sector buildings – The platform is open

As the Ministry of Environment and Energy points out, “ELEKTRA”, with a total budget of 640 million euros, is the largest energy saving action in the State.

Launched today, September 12, the electronic platform of the “ELEKTRA” program, which concerns the energy upgrade of the building stock of the public sector. The application system will remain open until funds are exhausted.

As the Ministry of Environment and Energy points out, “ELEKTRA”, with a total budget 640 million euros, constitutes the largest energy saving action in the State. It is estimated that 2.5 million sq.m. will be energetically upgraded. of Public Sector buildings and will achieve, as a minimum, a 30% annual primary energy saving and a 30% reduction in greenhouse gas emissions.

Interventions to improve the energy efficiency of buildings, among others, concern the replacement of frames, thermal insulation, heating, cooling and ventilation systems, room lighting systems, automation systems, electricity production and storage systems, installation of electric vehicle charging points.

The program is financed by the Deposit and Loan Fund through an investment loan from the European Investment Bank and the Recovery and Resilience Fund. The total funds through and from the leverage expected for the implementation of the program will amount to 920 million euros.

The Minister of Environment and Energy, Kostas Skrekas, said: “Today, the “ELEKTRA” program begins, the largest action to save energy, which has ever been done in the Public Sector. In the great national effort of the Government and Prime Minister Kyriakos Mitsotakis to deal with the energy crisis and climate change, the public administration must set a positive example. The program will give a significant boost to the construction industry and create many new jobs, while at the same time reducing the cost of operating the State which burdens the Greek taxpayers”.

The General Secretary of Energy and Mineral Raw Materials, Alexandra Sdoukou, said: “The “ELEKTRA” program, which comes as a follow-up to “Execonom 2021” and “Recycle – Change device” signals not only the intensity of our efforts in the area of ​​energy saving , but also its extension to the public sector, where I remind you that we recently activated short-term savings measures, following good European practices. With financing from the European Investment Bank and the Recovery Fund, “ELEKTRA” is expected to mobilize funds of almost 1 billion euros for the energy upgrade of important public infrastructures (schools and hospitals among others), while encouraging the development of the market for energy efficiency services in Hellas”.

The grant rate for the implementation of the program’s actions starts at 50% with the following parameters:

· If the application envisages that the building will achieve a Class B+ upgrade (instead of the Class B threshold) or radical refurbishment, the grant rate is 60%.

· If the building achieves a class B+ energy upgrade and a radical renovation is carried out, the percentage rises to 70%.

· If the interventions are implemented through an Energy Performance Contract, an additional 10% is added to the final subsidy rate.

It is reminded that those who have incurred expenses for the preparation of the file since February 23 (pre-publication day of the Program guide) will be eligible if they join “ELEKTRA”.

The following can join the new Program:

  • The buildings of the Central Public Administration.
  • The buildings of the General Government Agencies.
  • The buildings of Legal Entities under Public Law.
  • According to the following categories of uses:
  • Health and Social Welfare buildings, such as hospitals, health centers, nursing homes.
  • Education Buildings, such as schools and Universities.
  • Office Buildings, such as office premises, headquarters.
  • Buildings for Other Uses, such as indoor sports facilities, museum spaces, church institutions.
  • The areas that will be upgraded are expected to improve their energy class by two categories on average, according to the Energy Performance of Buildings Regulation.

With the full implementation of “ELEKTRA” it is estimated that:

  • The total estimated reduction in electricity consumption per year will amount to 600 GWh.
  • The reduction of the annual expenditure on electricity after the energy upgrade of the buildings will amount to 96 million euros.
  • The reduction of the annual pollutant emission from the energy upgrade of the buildings will be 364,000 tons of Co2eq.
