The INSS (Instituto Nacional do Seguro Social) will release, as of Monday (3), the service of blocking and unblocking the benefit for monthly fees charged by unions and associations of retirees and pensioners.
Ordinance 1060, published in the Official Gazette this Tuesday (27), allows the agency to offer the new service.
Locking and unlocking can be done remotely. For this, you must have a password and access the My INSS application or website. The retiree can also use Central Telephone 135, which is open from Monday to Saturday, from 7 am to 10 pm.
In cases where the citizen does not have access to either the internet or a telephone, he/she can request the blocking and unblocking at a Social Security agency, but for that, it is necessary to schedule the service. The insured must choose the “Simplified Service” service.
It will be necessary to present a photo identification document or document of the attorney or legal representative.
For new beneficiaries, the request for unblocking the association or union monthly fee can be made after a period of 90 days from the granting of the benefit.
The measure aims to prevent fraud, but it can be a limitation for the retiree or pensioner who intends to join a union or association soon after having access to the social security benefit. In general, these bodies offer legal, dental and leisure services.
“What’s the point of coming blocked to join?”, asks Tonia Galetti, coordinator of the legal department of Sindnapi (National Union of Retirees). According to her, the union offers payment by boleto, as the newly granted benefits already come with this block.
“I think it violates the citizen’s right and freedom to associate,” he says.
How Fraud Occurs
In general, fraud against retirees and pensioners is linked to false associations or unions that promise revisions that do not exist. As a way to attract the insured, the entity sends letters, SMS or even WhatsApp informing about the possibility of increasing the benefit, but only through the beneficiary’s affiliation.
As they are legally authorized to deduct installments directly from the benefits, after proving the beneficiary’s association and the suitability of the agency, the retiree ends up having the amount deducted from his benefit, even without having signed authorization for this.
In the case of serious entities, the monthly fee is used to pay for services for retirees and pensioners.
In order not to be a victim of a scam, it is necessary to find out if there are any complaints against the association or union, read the service provision contract carefully and do not sign anything if there are doubts.
Anyone interested in being part of an entity can seek information on the internet, telephone and in person.
