Guedes again uses state TV to defend the economy during election campaign

by

Minister Paulo Guedes used the state-owned TV Brasil again during the election campaign to praise the performance of the economy in the government of Jair Bolsonaro (PL).

Guedes’ speech was made at Palácio do Planalto, during a press statement to announce that the government had delivered Brazil’s initial memorandum on the country’s accession to the OECD (Organization for Economic Cooperation and Development). The document assesses the degree of alignment of the country’s laws and practices with the group’s standards.

“We’ve created more jobs during this rock-bottom recovery so far than the US, the world’s most flexible economy, Germany and the UK combined,” he said.

The comparison, however, is questioned by labor market researchers, as the situation is very different in each of the countries. Brazil emerged from the pandemic with an unemployment rate much higher than that of developed countries, and therefore with more room for a recovery in the supply of vacancies.

In the United States, on the other hand, there are an average of two job openings for every unemployed person, and the jobs are not filled because the pay is not attractive.

In addition to talking about job recovery, Guedes said that “Brazil is already on the path to prosperity.” “This access to the OECD is a process that actually arrives at the right time, at the moment when Brazil takes off.”

In another part of the speech, he said that Brazil appears “as a safe haven for investments, the greatest frontier of investment opportunities, and reaching out and saying: ‘I will converge on best practices’, because we want to improve the quality of life of the Brazilian population”.

as showed the Sheetthe use of the state structure during the campaign can constitute irregularity and electoral crime.

Although campaigning is not prohibited, experts believe that the head of the economic team can violate the electoral law and practice an act of administrative impropriety when using the state structure and its position in the government to favor the candidate for reelection.

On the 15th, Guedes also used Voz do Brasil — a state program of mandatory transmission —, for 24 minutes, to attack previous administrations and say that the country’s economy is growing, generating jobs and attracting investment.

The press conference to discuss the OECD was attended by ministers Ciro Nogueira (Casa Civil), Luiz Eduardo Ramos (General Secretary) and Carlos França (Foreign Affairs), in addition to Guedes.

The document, sent on Friday (30), is part of a new stage in the country’s search for membership in the so-called “rich club”.

According to the government, the memorandum assesses whether legislation, policies and practices
countries are in line with the standards set by the OECD in areas such as health, digital economy and environment, among others.

Brazil’s application for membership was made during the Michel Temer government (MDB) in 2017.

The OECD determines 258 normative instruments, of which 230 define countries to adhere to. According to Guedes, Brazil already meets 108 of these requirements and there are 45 under approval.

There is no deadline for the organization’s response, which will analyze whether the country meets the requirements.

Guedes assumed the role of Bolsonaro’s electoral corporal attacking opponents, making promises for a new term and extolling the achievements of his administration.

Although campaigning is not prohibited, experts believe that the head of the economic team may have violated the electoral law and practiced an act of administrative impropriety when using the state structure and its position in the government to favor the candidate for reelection.

Since saying that he will continue in office in an eventual second term of Bolsonaro, Guedes has raised the tone of the campaign at events and meetings with businessmen. In recent weeks, in addition to associating ex-president Luiz Inácio Lula da Silva (PT) with the “capeta”, the minister promised to review the cut of funds in the Popular Pharmacy, zero the IPI (Tax on Industrialized Products) and maintain the Auxilio Brasil in BRL 600.
