Use of robots increases the queue of resources to retire by the INSS

The use of artificial intelligence in the granting of INSS (National Social Security Institute) benefits contributed to reducing the queue of requests for retirement, but it increased another wait: that of insured persons who appeal after having their benefit request denied.

According to experts, the analysis carried out by robots generated a significant amount of unnecessary dismissals, which created a parallel queue of workers waiting for a benefit.

The technology was implemented in May of this year, with the aim of speeding up and automating the analysis of initial processes at the INSS. Sought, the agency said that the automatic granting of benefits is constantly evolving.

According to data obtained by the IBDP (Brazilian Institute of Social Security Law), through the Transparency Portal, Brazil had 363,462 requests for pensions dammed in the month of August, the most recent data released. The numbers do not consider requests for BPC (Benefit of Continued Provision), assistance income paid to the elderly and people with disabilities.

That month, old-age pensions led the way, with 208,271 applications. The requests for retirement due to contribution time amounted to 136,549, for permanent social security incapacity (disability retirement), 18,022 and, for accidental permanent incapacity, 620.

August’s numbers represent a 24.1% drop compared to May — before artificial intelligence began to be used — when there were 478,930 people waiting for a response.

Lawyer Adriana Bramante, president of the IBDP, says that this drop is associated with the use of robots, which speed up the analysis of orders.

On the other hand, the same technology is responsible for increasing the number of automatic rejections, which end up turning into appeal requests.

Since the beginning of the year, there has been a 27% increase in requests for funds at the CRPS (Regional Social Security Council). In January, there were 590,400 cases and the number jumped to 750,511 in July – the most recent data available.

With more benefits denied, appeals are also on the rise, says the lawyer.

When analyzing requests, the robot does not consider information such as time registration, contribution salaries, rural time in urban retirement, among others, say experts. As there is a significant amount of rejections, the queue would be being transferred.

“You solve the problem on the one hand, you reduce the initial stock of analysis, but you throw the problem to the appeal or to the Justice. If the benefit request is not analyzed correctly, you end up moving the queue.”

INSS says automatic analysis is evolving

By means of a note, the INSS informed that it has prepared a step-by-step guide to guide the citizen to make the request correctly.

The agency also claims that automatic benefits processing is “constantly evolving” and that between October 2021 and September this year, application review productivity increased by 40%. “The effect is that more benefits are decided, increasing the availability to appeal.”

Time for resource review can exceed one year

According to the CRPS Judging Units Production Panel, the average time to review an appeal can be more than one year.

A survey with data up to September 8 estimates that the average time taken to process an appeal in the case of disability retirement is 589 days. For retirement based on contribution time, the wait is 561 days, on average, and 517 days for sickness benefit.

Union says welfare benefits are most affected

According to Sinssp (Social Security and Social Security Workers Union in the State of São Paulo), the use of robots impacts the most needy people, as it increases the negative for policyholders who apply for the BCP/Loas.

One of the basic requirements to have the BPC is to be in the CadÚnico (Single Registry) of the federal government. If the person does not have the registration, the robot denies the benefit.

According to the entity, if the analysis were carried out by a civil servant, for example, the BPC would not be immediately denied, if the public official identified other indications that the citizen meets the poverty rules to have the income, but does not have his name in the CadUnique.

In this case, a period of up to 30 days would be given for the person to register in the register and bring a document proving this condition.
