Energy crisis: Impasse in the EU – The imposition of a ceiling on calendar days

No agreement was reached on any form of ceiling imposition – The thoughts on the Iberian model – In four axes the measures announced next Tuesday

She spoke for 8 minutes Country Simpson in her introductory placement after the informal meeting of energy ministers in Prague, but the word everyone was waiting for he never uttered. The Energy Commissioner did not speak once the word ceiling and relevant questions had to be asked by the journalists in order to be positioned. The reason is what everyone was afraid of. Not even at the 4th meeting of energy ministers under the Czech presidency were the member states able to agree in any form of capping.

And from her position it appeared that the Greek proposal for a general ceiling on natural gas although supported by 16 more countries, seems to pass into the background and the French proposal for the so-called comes to the fore Iberian model, i.e. the ceiling on the natural gas used to produce electricity. “We will continue to fight until it is implemented,” an official of the Ministry of Energy told after yesterday’s developments.

According to the energy commissioner, during the weekend it will be seen if the Iberian model mcan gather the required momentum – that is, a broad majority – so that it is included in the new package of measures that he will announce the Commission on October 18. However, given that Germany – assisted by the Netherlands and Norway – has put its feet up against every ceiling, it does not seem that this proposal will go ahead, at least for now.

Berlin and The Hague they put forward the common supplies of natural gas which is 1 of the 4 axes of the package of measures that the Commission will present next Tuesday. The Commission will propose the Eurozone to buy natural gas as an entity from next season.

The second axis has to do with saving energy and on the table is the obligation to reduce consumption by at least 15%.

Third measure will be the creation of a new benchmark for natural gas prices as the current one – the famous TTF – is now considered outdated as it mainly represents natural gas entering Europe via pipelines thus artificially increasing the price of natural gas. However, until it becomes operational, the Commission will essentially ask its reliable partners – USA, Qatar, Algeria, Azerbaijan, etc. for reasonable prices.

The fourth axis is the strengthening of solidarity between the member states. Currently, only bilateral agreements are in force which provide that when one contracting party faces problems with natural gas supply, the other contracting party comes to support it. The Commission will in fact propose something similar on a European scale.

And while the Europeans they try to overcome their differences and to find a joint step to cut off the last links with Russian energy, Vladimir Putin wanted – in a move purely for impressions – to “remind” them that he is here to “help” as long as they press the button of its operation Nordstream 2, which despite the sabotage remains partially operational. He even puts his loyal friend Tayyip Erdoğan in the “game” by suggesting that the lost quantities of natural gas from Nordstream pipelines to come to Europe through the Turkstream pipeline thus making Turkey the main gas hub for the old continent.
