He added that the situation on the Ukrainian border, where Russia has gathered 100,000 troops, is also “a factor”. “The last administration agreed with the Americans that if there were further escalations this pipeline could not be put into operation,” he said.

Note that Nord Stream 2 has been completed but has not yet been authorized for use. If used, it will double the capacity of the existing submarine route from Russia to Europe. However, American and European critics of the project say it will increase the EU’s dependence on Russian energy exports and also allow the Kremlin to put pressure on Ukraine, which could deny lucrative gas tariffs if the pipeline proceed.
