2023 is a particularly important year for this project, since important projects will be implemented, with the most important of all, of course, the interconnection of cash registers with POS and Taxis. In this way, all the data from the issuance of receipts will be transmitted in real time to the tax control mechanism, with the result that the Authority will have a much clearer and clearer picture and at the same time businesses and professionals will know in advance that the concealment of income and VAT it is an extremely difficult undertaking.

According to the existing planning, the online interconnection of the cash registers with the POS is foreseen from the beginning of 2023. With the new system, the tax authorities will have a complete picture of the amount and time of issuance of retail sales receipts and the method of payment by the customer and thus they will be able to detect cases of income concealment and VAT theft by those who do not issue a receipt.

From the controls carried out by the control mechanism it has been found that many businesses in the transactions they have with their customers with credit or debit cards do not issue the retail receipt. That is, while the POS accepts the transaction, the shopkeeper either does not cut a receipt at all, or issues a receipt but with a small amount. From the new year, cash registers and POS will be “one flesh” with full recording of all data in real time, with the possibility of direct cross-checking by control mechanisms. The new system is called “Retail Issuing Systems and Payment Card Acceptance Terminals (EFT POS) Interface”.

Payment card acceptance terminals (EFT POS) will not be allowed to operate autonomously for debit transactions. That is, for card payments, it will not be allowed to enter the payment amount by typing in the POS. The amount will come out of the cash register.

It is also planned to extend the compulsory installation of POS electronic payment devices to almost all branches of self-employed professionals and businesses. It is noted that today it is not mandatory for dozens of business areas to have a POS, such as gyms, tutoring centers, car parks, cinemas, theaters, vehicle rentals that do not have to have a cash register.

From the end of the year also comes an important intersection for the way the market works. Large businesses that keep duplicate books will submit pre-filled VAT returns. The beginning is made with the November VAT, which is paid with the declarations submitted in December. Then with the use of the myDATA e-books, the VAT declarations will be filled in automatically.

The next stage, which is timed for the beginning of 2023, will see the automated system also “running” for small and medium-sized enterprises and professionals with aplographic books that submit quarterly VAT returns.

The system will not be locked at first. Codes will be subject to change with the accounting offices taking responsibility for any corrections if they do not match the data recorded in myDATA.

In the next phase, with the funds of the Recovery Fund, an attempt will be made to set up another block in the huge loss of revenue that the public has from consumption, classification and VAT taxes. In particular, the customs authorities acquire new control and prosecution tools, which will be connected online to the logistics monitoring systems, will monitor ships in real time, will be connected to Embassies and will extract data on relocations, will check cars with foreign plates.

The intervention will concern the digitization of customs services and the interconnection of all competent bodies for the complete and online monitoring of the movement of goods at all stages. The project “Development of new electronic Customs Services” amounting to 179.617 million euros will be financed from the resources of the Recovery Fund.

Finally, it should be noted that the new control tools that have been added to the AADE quiver should be added to all of the above, such as Appodixi and ElenxisLive that allow controls to be opened up.
