Commission approves Budget report with lack of resources for housing and health

The CMO (Mixed Budget Commission) approved this Wednesday (30) the preliminary report on revenues and expenses for 2023 with a lack of resources for the continuity of public policies on housing, health and education.

The rapporteur, Senator Marcelo Castro (MDB-PI), stated that the Budget proposal sent by the Jair Bolsonaro government (PL), with only R$ 22 billion for investment, is “ridiculous” and compromises the conclusion of works and delivery of medicines. by the SUS (Unified Health System).

The approved preliminary report highlights a chapter on “insufficient allocations that put the continuity of public policies at risk”.

In the excerpt, Castro presents public policies in the areas of housing, basic sanitation, education and health that are committed to the imposition of the 2023 Budget.

“The comparative analysis of the budget proposal for 2023 with that of previous years demonstrates a significant reduction in expenses in programs and actions of great relevance for the reduction of social and regional inequalities”, says the text.

The text still maintains the value of the rapporteur’s amendments at R$ 19.4 billion and the value of the Auxílio Brasil at R$ 400. The maintenance of the R$ 600 of the social program, according to the rapporteur, depends on the approval of the Transition PEC.

A final opinion of the 2023 Budget will still be presented to the CMO, for approval in mid-December. The expectation of the rapporteur, Marcelo Castro, is that the Transition PEC be approved earlier to make room for budget adjustments.

Housing

According to the report, the 2023 Budget foresees BRL 82.3 million for housing programs, such as Casa Verde e Amarela, formerly Minha Casa, Minha Vida.

The value represents a reduction of 93.2% compared to 2022 and 99.5% compared to the average value of budget proposals from 2012 to 2016.

Sanitation

The budget proposal provides for BRL 262.6 million for the Basic Sanitation program – an amount 35% lower than that of 2022.

Expenditures for this type of public policy in the budget of the Ministry of Regional Development were reduced by 90%, with the biggest cut in the action aimed at sewage systems in municipalities with more than 50,000 inhabitants.

The amount allocated, via the Ministry of Health, for sewage and water supply for municipalities with up to 50,000 inhabitants still suffered a 50% cut in the budget proposal.

Education

The preliminary report highlights 14 stocks that saw cuts of more than 50% in the 2023 budget proposal, compared to the previous year. The main reductions occur in support for the operation of institutions in the federal network of professional, scientific and technological education (99.1%), support for the implementation of schools for early childhood education (97.5%) and support for the operation of federal education institutions higher (97.4%).

The Basic Education School Census is also compromised, according to the report, by a 60% cut in the Budget, with 3.9 million for 2023.

Health

Senator Marcelo Castro points out, in the opinion, four budgetary actions that had relevant reductions. They are: Popular Pharmacy Program (R$ 1.5 billion reduction), Indigenous Health Promotion (R$ 865 million reduction) and Basic Sanitation in Indigenous Villages (R$ 99.3 million reduction).
