Haddad wants to submit a proposal for a new ‘consistent and viable’ fiscal framework in the 1st half

The future Minister of Finance, Fernando Haddad (PT), said this Wednesday (21), after the approval of the PEC (proposed amendment to the Constitution) of Gastança, that he intends to send to Congress a proposal for a new fiscal framework “good, consistent and viable” in the first half of 2023.

The former mayor of São Paulo also said he was satisfied with the approval of the base text of the PEC in the Chamber of Deputies.

“We deconstitutionalized the ceiling to approve a new fiscal framework, which I intend to send to Congress in the first half of next year, to give Congress time to have at least six months to address the issue. If I can send it sooner, better,” he said.

The text approved in the Chamber increases the spending ceiling by R$ 145 billion next year – and not for two years, as predicted in the version that passed through the Senate at the beginning of the month. The PEC also authorizes another BRL 23 billion in investments outside the expenditure limit.

According to Haddad, the reduction in time is not negative and does not change the design of the new fiscal framework, it only anticipates the presentation of a new proposal for a fiscal rule.

“It just speeds up the pace, we’re going to have to work harder to be able to send it to Congress as soon as possible. The sooner I send it, the less pressure on Congress, the more time available to look into the matter,” he said.

The future minister said he intends to talk to economists from different economic schools to arrive at a “robust” formula that “stabilizes public accounts and is credible.”
