Dweck defends rediscussing governance of state-owned companies and announces a negotiation table with civil servants

Economist Esther Dweck took office this Monday (2) as Minister of Management and Innovation in Public Services in the government of Luiz Inácio Lula da Silva (PT), defending the rediscussion of the governance of state-owned companies in favor of public policies and announcing the creation of a permanent trading desk with servers.

Dweck was sworn in at a ceremony held at the former Ministry of Planning building in Brasília. The event had the participation of former president Dilma Rousseff, BNDES director Nelson Barbosa and the executive secretary of the Civil House, Miriam Belchior. Future Minister of Planning, Simone Tebet (MDB), was also present, as was PT President Gleisi Hoffmann.

As shown to Sheet, the minister intends to create an Extraordinary Secretariat for Transformation of the State in her portfolio to discuss a proposal for administrative reform. In September 2021, in the government of former President Jair Bolsonaro (PL), a special commission of the Chamber of Deputies approved a PEC (Proposed Amendment to the Constitution) with changes in the public service.

The text, however, did not have enough support – in the Bolsonaro government itself and in Congress – to reach the plenary.

Dweck will also be in charge of managing state-owned companies – an area that was coveted by Simone Tebet (MDB), who took over the Ministry of Planning and Budget.

In the Bolsonaro government, the structure of Sest (Secretariat for Coordination and Governance of State-owned Companies) was housed in the Ministry of Economy, linked to the Special Secretariat for Privatization, Divestment and Markets.

Sest draws up the expenditure program and investment budget for public companies. The secretariat also implements appointments of administrators and fiscal councilors representing the economic team in the companies and handles the claims of state-owned companies on personnel policy (adjustments and benefits), possible changes in pension plans and the cost of health care benefits.

Dweck was head of economic advisory and secretary of the Federal Budget in the government of former President Dilma Rousseff. During the transition, she participated in the planning, budget and management technical group.
