A dialogue was opened between the Minister of Finance, Fernando Haddad, and the group of businessmen Esfera Brasil, led by João Camargo, who complain about one of the measures of the economic package announced by the government last week: the return of the so-called casting vote at CARF (Administrative Council of Tax Appeals).
On Friday (13), Esfera appealed to the presidents of the Chamber and Senate, Arthur Lira and Rodrigo Pacheco, to block the measure in Congress.
The return of the mechanism, which was extinguished in 2020 and serves as a tiebreaker in cases of tax disagreement between Revenue and taxpayers, displeased the group of businessmen.
According to Haddad, the end of the casting vote generated losses to the Union of around R$ 60 billion per year. He claims that this will be a way to reduce pending tax disputes in Carf, an idea that is contested by the group.
When he returns from Davos, Haddad should receive the Sphere to talk about the matter before the congressional debate.
At the meeting, Camargo should propose the creation of a working group that would remain active until the end of the tax reform. The group would include big names from the business community and tax experts. In the government, the assessment is that it needs to be clear that the CARF model used in Brazil has no parallel in the world.
