Server elite reacts to increase for police officers and talks about biggest strike in 9 years

Federal employees dissatisfied with the forecast of salary increases only for police officers in 2022 threaten to trigger a strike as big as those promoted in 2012 during the government of Dilma Rousseff (PT).

Rudinei Marques, president of Fonacate (National Forum for State Careers), stated this Thursday (23) that many categories were already preparing for mobilizations starting in January for an increase.

According to him, the movement was timid, but now the government of President Jair Bolsonaro (PL) has motivated a more energetic reaction.

“Bolsonaro may repeat the biggest public service strike, which took place in 2012, during the Dilma government, for making the same mistakes. Fragmentary view of the Public Budget and lack of dialogue,” said Marques.

Fonacate represents typical careers of the State, the elite of civil servants. They are servants in areas such as tax, tax collection, finance, public security, diplomacy, monetary policy and the Public Ministry.

Complaints against the reserve of R$ 1.7 billion in the Budget, approved on Tuesday (21), to benefit police officers have spread throughout the Executive and even reached the Judiciary — magistrates also want an increase.

The movement started with the delivery of leadership positions in the Revenue. Complaints have also been made by employees of IPEA (Institute for Applied Economic Research), medical experts, agricultural auditors, among others.

Wanted, the Ministry of Economy said it would not comment.

According to Marques, the readjustment for just some categories may be the trigger for an accumulated dissatisfaction with the government for other reasons as well. The main one, he said, is political interference in different bodies.

He cited as an example interference in the Federal Police, Ibama (Brazilian Institute for the Environment and Renewable Natural Resources) and ICMBio (Chico Mendes Institute for Biodiversity Conservation).

Marques said that a mobilization will require extra effort at this time when there are servers still working and because of the pandemic’s own difficulties, but he said that the inconvenience is great, mainly because of the privilege given to just a few categories.

“The government has been stuck in its throat for a long time. Leaving others with nothing is bothering them and generating indignation like I haven’t seen for a long time,” he said.

The statements are added to the movement initiated by the Revenue, which so far has been the most expressive. In a meeting, the servers approved an indication of the interruption of activities, standard operation in customs, zero goal (when activities are not completed) and not filling out management reports.

In addition, Sindifisco (the auditors’ union) has already registered more than 600 delivery of leadership positions. Another 44 civil servants handed over the positions of advisers to CARF (Administrative Council of Tax Appeals, responsible for judging tax disputes between the Union and taxpayers).

As a result, the situation may make judgments unfeasible as of January, when the most relevant appeals in tax matters begin to be decided.

“We understand that the current situation proves to be incompatible with the exercise of our functions, so we request that we be excused from the mandate we are currently performing”, stated the servers in a public letter.

There were also 17 dismissals from Copei (General Coordination of Research and Investigation of Revenue), an agency that fights tax evasion, money laundering and financial crimes.

Revenue servers fight against cost cutting at the tax authorities and in favor of regulating the so-called efficiency bonus, which is already paid – but with a fixed amount, regardless of productivity.

“The budget cut in the Revenue will be used to fund an increase in police officers,” said Kleber Cabral, president of Sindifisco.

The top of the Revenue already had conversations with representatives of the servers to try to calm the situation.

It was said that, technically, the amount foreseen in the Budget for adjustments is not stamped for police officers and that, therefore, there is still a chance that the tax authorities will keep part of the resources (they demand R$ 400 million).

However, the servers are still skeptical and follow the national movement. According to Sindifisco, the delivery of positions involves the commitment that no one will occupy the position.

Anpprev (National Association of Federal Public Attorneys and Lawyers) stated that the granting of readjustments only to public security employees is unfair and neglects more than one million employees without a raise.

“As a result of this erratic wage policy, an unjustifiable asymmetry will be established,” said Thelma Goulart, president of Anpprev.

She criticized the R$16.5 billion reserve for rapporteur amendments, used for political negotiations between Planalto and Congress, and the electoral fund, for campaigns, with R$4.9 billion.

“There is no lack of money to readjust wages, there is just no willingness on the part of the government’s economic team to do so,” said Goulart.

The president of Unacon Sindical (union that represents the finance and control career servants of the National Treasury and Comptroller General of the Union), Bráulio Cerqueira, said that the repudiation increases when he learns “that the squeeze is not a choice technical, but arbitrary and unjustifiable”.

According to him, the movement could evolve into a standstill. “There is no technical reason to protect just the salaries of military personnel and security colleagues,” he said.

Other categories are still holding meetings at the end of the year to discuss a possible stoppage.

Anffa Sindical (National Union of Agricultural Federal Tax Auditors) recalled that the category played a role during the pandemic and therefore feels discredited for not having been benefited.

“During the height of the Covid-19 pandemic, auditors ensured the circulation of inspected and safer agricultural products for consumption by the Brazilian population and for the world, avoiding risks of shortages,” stated the entity, in a statement.

Judges have already spoken out about the increase just for police officers. On Thursday, the AMB (Association of Brazilian Magistrates) released a note in which it stated that measures are being studied and also demanded measures from the head of the Judiciary, Minister Luiz Fux, who presides over the STF (Supreme Federal Court).

“We expect an effective performance from the head and reference bodies of the Judiciary, who are responsible for ensuring the correct compliance with the laws and the constitutional text”, stated Renata Gil, president of the entity.

According to her, “it is necessary to value the work of everyone who is dedicated to public careers”.

“The judiciary, throughout the period of the pandemic, marked by suffering and uncertainties, respected new legislative limits and acted as guarantor of fundamental directors and of democracy,” he said.
