Federal employees meet on Wednesday to discuss possible stoppage for readjustment

After the federal police lobby takes effect and corporations secure resources for salary increases in 2022, several categories of the federal public service meet this Wednesday (29) to discuss a campaign for readjustment next year.

One of the alternatives being debated is a general strike for one or two days as a way of putting pressure on the Planalto Palace to open a dialogue with civil servants.

“This is a government that has no tradition of dialogue. Perhaps we will discuss a one-off stoppage and, if that is not enough, we can assess a strike,” said the president of Fonacate (Permanent National Forum for Typical State Careers), Rudinei Marques.

The entity brings together 37 state career associations and unions, around 30 of which are from the federal public service categories, such as CGU (Comptroller General of the Union), diplomats, foreign trade analysts, National Treasury, Federal Revenue, auditors of the federal labor and experts.

In recent days, tax auditors from the Internal Revenue Service handed over leadership positions after Congress approved a forecast adjustment for federal police officers in the 2022 Budget.

Sindifisco (the auditors’ union) estimates that 738 auditors in senior positions have already given up commissioned positions in protest. This represents, according to data released by the organization, 93% of the delegates (heads of unit) in the country.

The tax auditors have great power to pressure within the government and managed to take their demands to the Civil House, at a meeting this Monday (27).

Other federal executive careers began to complain about the expected increase in police officers. Among them are employees of Ipea (Institute for Applied Economic Research) and BC (Central Bank), in addition to medical experts and agricultural auditors.

Marques stated that the period of salary negotiation in 2022 will be shorter (about three months) because of electoral legislation that prevents the granting of readjustments after this period.

If the negotiation does not result in a salary increase for the civil servants, some categories are already considering calling the courts to obtain an adjustment similar to that which should be granted to police officers.

The argument is that the readjustment needs to be linear – the same for all categories.

Judges have already spoken out about the increase just for police officers. On Thursday, the AMB (Association of Brazilian Magistrates) released a note in which it stated that measures are being studied and also demanded measures from the head of the Judiciary, Minister Luiz Fux, who presides over the STF (Supreme Federal Court).

Condsef (Confederation of Workers in the Federal Public Service) is also evaluating a general mobilization for readjustments. The entity represents categories that are at the base of the salary pyramid in civil servants and that have not been readjusted for a long time.

The secretary general at Condsef, Sérgio Ronaldo da Silva, says that the Fonasefe, a forum that brings together all categories, held an emergency meeting on the topic and should promote sectorial assemblies until mid-January to decide on the action strategy.

The final decision on how the mobilization will take place will be taken in a national plenary scheduled for the end of January, at the same time as the World Social Forum in Porto Alegre.

“If it’s a strike, if it’s an act, if it’s a lawsuit, all of this will be defined in the plenary. A unified strike, with all federal sectors, is not discarded,” said Silva.

The increase to police officers was a request by President Jair Bolsonaro (PL). Only PF, PRF (Federal Highway Police) and Depen (National Penitentiary Department), in addition to community health agents, obtained an adjustment forecast within the civil service. The Budget foresees R$1.7 billion for the readjustment for these corporations.

Bolsonaro stated, this Friday (24), that he can meet the request of the Federal Revenue, but that readjustment to other servers remains undefined.

“Adjustment is another matter. We have a ceiling [de gastos] hard, unfortunately. I’d like to grant it, but I’m still talking to the economics team to see what we can do. The civil servants had a pension reform, inflation of 10%, so their situation is very difficult”, he said.
