Employees announce strike in January and strike in February for salary readjustment

Representatives of the civil servants’ elite decided this Wednesday (29) that, to pressure the federal government to grant a generalized salary readjustment, there may be stoppages of one or two days in January and even a general strike, with no deadline to end, from of February.

The movement was triggered after the lobby of federal police took effect and corporations guaranteed resources for salary increases in 2022, with the support of President Jair Bolsonaro (PL).

A meeting of Fonacate (Permanent National Forum for Typical State Careers) was held this Wednesday.

The entity brings together 37 state career associations and unions, around 30 of which are from the federal public service categories, such as CGU (General Comptroller of the Union), diplomats, foreign trade analyst, National Treasury, Federal Revenue, auditors of the labor and federal experts. Altogether, there are about 200 thousand civil servants associated with it.

The pressure from civil servants for a salary increase worries the economic team.

In messages sent to ministers and government members, minister Paulo Guedes (Economy) asked for support against the wide-ranging readjustment of civil servants, which, according to him, could break the country.

In the government’s calculations, each 1% linear increase to all employees has an impact of R$ 3 billion.

The strategy outlined by members of Fonacate is to try a negotiation for readjustment in the first two weeks of January. During this period, to increase the pressure, leadership positions should be handed over by civil servants. This stampede already undermines the provision of public services.

With no progress in the negotiations, the Forum foresees a one-day stoppage on January 18th. If even so the government does not give in, the stoppage should be for two days between 25 and 26 January.

These steps are necessary so that a general strike can be approved starting in February, according to the president of Fonacate, Rudinei Marques.

“We are obliged to fulfill a series of formalities before the start of the strike,” explained Marques. For the strike and for the strike, approvals at union meetings are required.

In a statement, the Forum highlighted that most federal civil servants have their wages lagged by 27.2%, as there has been no readjustment since 2017.

If the negotiation of the civil servants’ elite does not result in a generalized salary increase, some categories are already considering going to court to obtain a readjustment similar to that which should be granted to police officers.

In recent days, tax auditors from the Internal Revenue Service handed over leadership positions after Congress approved a forecast adjustment for federal police officers in the 2022 Budget.

Sindifisco (the auditors’ union) estimates that 738 auditors in senior positions have already given up commissioned positions in protest. This represents, according to data released by the organization, 93% of the delegates (heads of unit) in the country.

The tax auditors have great power to pressure within the government and managed to take their demands to the Civil House, at a meeting this Monday (27).

Other federal executive careers began to complain about the expected increase in police officers. Among them are employees of Ipea (Institute for Applied Economic Research) and BC (Central Bank), in addition to medical experts and agricultural auditors.

Fábio Faiad, president of Sinal (National Union of Central Bank Employees), said that 500 senior positions could be handed over from January 3rd. “Servers do not accept that readjustments be granted only for some categories [policiais]”he stated.
