Panel SA: Rodrigo Garcia enacts law that creates position and regulates bonuses in court of accounts

The deputy governor of São Paulo, Rodrigo Garcia, enacted last week, on the eve of Christmas, a complementary law that regulates additional bonuses to the salary of employees of the TCE (Tribunal de Contas do Estado de SP).

Last year, the court of auditors tried to push for an increase in the pay of its employees but had to back down after the case provoked negative repercussions because it came at a delicate moment in the pandemic crisis.

At the time, the agency was also mobilizing to regulate its bonuses, which could reach R$ 13 thousand per month, excluding the salary. And the presidency of the TCE sent a bill to the Legislative Assembly of SP to regulate the payment.

Also on December 23, last week, the lieutenant governor enacted another complementary law, creating 45 positions in the TCE.

Sought by Panel SA, the state government said that the complementary law was proposed by the TCE, on the recommendation of the Public Ministry of São Paulo, directly to the board of directors of the Legislative Assembly, and that the text was under analysis for nearly two years in the House, with assent of three commissions before being endorsed by the plenary on December 15th.

“The Government of São Paulo was responsible for complying with the joint proposal of the control bodies and the Legislative, sanctioning the law within the legal deadline from the arrival of the text to the Executive, on December 16. According to the TCE itself, the law does not create expenses new and has no impact on the budget, as it only eliminates replacements by filling a position without any changes to the remuneration currently paid”, says the government in a note.
