President Jair Bolsonaro (PL) acknowledged this Monday (10) that government reforms should not go through Congress this year because of the elections that take place in October. In Bolsonaro’s assessment, deputies and senators would not be willing to “pay a price” to vote on structural changes on the eve of the election.
” [Anos eleitorais] these are difficult years, there is no negotiation. The parliamentarian, in the end, he sees where he is going to pay the price with that vote against or in favor of such a proposal”, he said in an interview with TV Jovem Pan.
The representative also commented that “I would like the administrative reform to advance”, but pondered that “the congressman does not want to run for reelection being accused of having taken away some right, whatever it may be, on the part of the servers”.
Originally presented by the Bolsonaro government to tighten the rules of civil servants, the administrative reform was approved by a special committee of the Chamber at the end of September, but it has not yet been discussed in the Chamber plenary because there are not enough votes among the majority of deputies.
The president of the House, Arthur Lira (PP-AL), has already complained about the government’s lack of effort to approve the text.
The proposal under discussion ended up maintaining a forecast of stability for all servers, although with the possibility of dismissal for insufficient performance, and with a device that stipulates a salary cut of up to 25% in the event of a fiscal crisis.
The PEC needs the minimum support of 308 of the 513 parliamentarians, in a two-round vote, to be approved. If it passes, the text will go to the Senate. There, the votes of 49 of the 81 congressmen are required, also in a two-round vote.
In addition to the controversial points, the proximity of the elections has ruled out the possibility of voting on the proposal.
