The president of the National Federation of Federal Highway Police (Fenaprf), Dovercino Neto, said this Monday (10) that the category may feel betrayed if the government gives up on a career restructuring.
The suggestion to abandon the readjustments for the police was given by the government leader in the Chamber, Ricardo Barros (PP-PR), in an interview with leaf. For the deputy, the solution to contain the pressure from civil servants is for Bolsonaro to back off from the promise made to the category, and for the salaries of all federal servants to remain unchanged this year.
“If the government goes back and gives up on this restructuring, the category may feel this as a betrayal on the part of the government,” Neto told leaf. “However, the moment is to believe that the Bolsonaro government will honor its commitment to strengthening and valuing public security.”
Asked if the category would accept a more modest readjustment using the amount available in the Budget today (of R$ 1.7 billion, which would give less than 1% in a linear way to all servers), Neto said that the police do not seek an increase salary –”but a fair and necessary restructuring of careers”.
In his view, the Brazilian State has strengthened several other public bodies and careers for more than a decade. “The PRF and other Union police, however, were left for a second moment, as if the issue of public security was not equally essential to the development of a nation,” he said.
Other entities representing police officers sought by the report also rejected the absence of a readjustment for the category or a more modest increase.
Bolsonaro’s movement last year for a readjustment to police officers sparked a broad mobilization in the civil service for a salary readjustment, with the right to a national movement to hand over positions in the Federal Revenue and similar acts at the Central Bank and among labor auditors.
After Bolsonaro’s direct involvement in the articulation in defense of the increase of police officers, an amount of R$ 1.7 billion is foreseen in the 2022 Budget for salary readjustments in the civil service, but there is no provision in the text for the use of resources exclusively for the police careers.
Only PF, PRF (Federal Highway Police) and Depen (National Penitentiary Department), in addition to community health agents, obtained a promise of readjustment from Bolsonaro.
Several civil servants unions are mobilizing to get at least part of this budget or to get more space in the Budget aimed at correcting salaries of civil servants.
According to the government’s calculations, each linear increase of 1% to all civil servants generates an impact of R$ 3 billion for the Union.
Representatives of the civil service elite say that most federal civil servants are 27.2% off their salary, as there has been no readjustment since 2017.
