With increased subsidy ceilings and no changes to the income criteria, the platform for the program will premiere on the 30th of the monthSaving 2023».
According to information from skai.gr, the maximum intervention budget is increased by 10% to €30,800 in order to take into account the inflation that has led to the increase in the cost of building materials.
The income criteria remain the same as in the 2021 program. That is:
Individual Income – owner occupied – Rent
<€5000 75% 65%
€5,001-10,000 70% 60%
€10,001-20,000 55% 45%
€20,001-30,000 45% 40%
>€30,000 40% 40%
Family Income – Home Ownership – Renting
<€10000 75% 65%
€10,001-20,000 70% 60%
€20,001-30,000 55% 45%
€30,001-40,000 45% 40%
>€40,000 40% 40%
The total fund of the program is expected at €350m and the resources come from the Recovery Fund and RepowerEU.
The beneficiaries are estimated at 25,000 and in general no significant changes are expected in the guide of the program which is expected in the coming days.
The applications are of 2 categories, for single-family houses and multi-family houses. Each individual beneficiary can only make one application, unless they are participating in an apartment building application where the subsidy limits are different. The program concerns legal, only first residences, which have not been deemed to be demolished and for which there is an energy efficiency certificate classifying them in category C or lower.
As in the previous program, there will be no order of priority but a comparative evaluation of the applications.
In the evaluation, the energy upgrade and the age of the building are the 2 factors with the greatest weight.
Of course, special provisions are provided for the most vulnerable categories (disabled, many children, single-parent families). Buildings without an electronic identity will not be eligible and the stifling time rules for the completion of work that were initially applied in the previous program and then abandoned will not apply.
However, young people aged 18-39 will not have to wait until the end of the month since today the platform of the program “Save-Renovate for young people” opens for them with a deadline of September 15.
For “Excoionamo” the subsidy together with the decentralization bonus can reach 90% for expenses up to €22,500 (thermal insulation, replacement of frames, heating-cooling systems) depending on the income scale (family income up to €50,000) while for excess amount, there is the possibility of an interest-free loan.
For “Renovating” the subsidy is a fixed 30% for expenses up to €10,000 (repair of plumbing and electrical installations, replacement or repair of the floor, replacement of a door, replacement of a bathroom). The maximum family income is set at €20,000.
The budget of the program is around €300m and potentially around 20,000 young people could benefit.
