Driver must take advantage of IPVA 2022 installment in 5 installments

In 2022, drivers who own cars in the state of São Paulo will have a greater number of quotas to pay the IPVA (Imposto sobre a Propriedade de Veículos Automotores). The state government increased the number of tax installments from three to five.

The calendar with the deadlines for making the payment in cash began to expire on the 10th and runs until January 21st, depending on the license plate of the car or motorcycle. If the owner missed the deadline to pay in cash, he still has the option to pay the IPVA in a single installment, in February, or to pay the tax in installments. The maturity of the first installment will occur between the 10th and 23rd of February.

If the deadline for the taxpayer to pay the tax in cash has already expired, he still has two options to escape the fine: pay the tax in a single installment, in February, or in installments in five installments, which also expires in February. Specialists recommend for these cases to opt for installments, as both give the same 5% discount.

For vehicle owners who still have the possibility of paying the tax in cash, with a 9% discount, it is necessary to assess whether it is possible to make the payment without going into debt afterwards and if there will be any financial reserve left for the coming months. If you don’t have the money, you should not take out a loan or use the overdraft limit (when the current account goes into the red) to pay in cash.

The payment in installments and the higher cash discount – triple that offered in previous years, which was 3% – is due to the appreciation of used cars. On average, the tax is 22.54% more expensive, according to the São Paulo State Department of Finance and Planning.

Trucks were up 25.17%, vans and SUVs were up 23.5%. Motorcycles rose 23.33%. On the other hand, car sales prices registered an average of 21.99% above the value of the previous year.

“Really, this year, the IPVA has taken a leap, which is related to the value of cars. Cars have increased, but that doesn’t mean I have more money”, says financial educator Cíntia Senna, from Dsop.

Loans to pay off expenses at the beginning of the year should be seen as an alternative only as a last resort, because interest rates are very high in the country. ​”With the increase in the Selic rate, there is an increase in interest rates for loans. And we still have a high forecast for this year”, says the Dsop specialist.

“If it is necessary to take out a loan, it is necessary to analyze the total effective cost to compare to the discount granted. Without forgetting, of course, to include these loan installments in your financial planning for the next few months so that it is framed in the budget and that it fits in the pocket”, teaches Bianca Caetano, a specialist at Proteste (Brazilian Association for Consumer Protection).

How to pay or pay tax in installments

Payment of IPVA can be made through the banking network. The driver must have the Renavam (National Registry of Motor Vehicles) and the license plate of the vehicle in hand. Payment of the tax in cash or in installments can be carried out at ATMs, over the internet or directly at branches.

The driver may also pay other vehicle-related debts, such as traffic fines. After paying the IPVA in cash, he can already pay the 2022 licensing fee and then issue the car document. Those who choose to pay in installments will only be able to license the car after completing the payment of the IPVA, informed the Detran. In 2022, the fee to license used vehicles is BRL 144.86, regardless of the licensing calendar.

Anyone who fails to pay the tax by the due date is subject to a fine of 0.33% per day of delay and late payment interest based on the Selic rate. After 60 days, the percentage of the fine is fixed at 20% of the tax amount. Those who will pay by credit card should consult the companies associated with the State Treasury on the agency’s portal.

Today, the total fleet in the State of São Paulo is approximately 26 million vehicles. Of these, 17.8 million are subject to IPVA collection and 7.5 million are exempt because they have been manufactured for more than 20 years. About 612 thousand vehicles are considered exempt, immune or exempt from payment (such as taxi drivers, people with disabilities, churches, non-profit entities, official vehicles and urban buses/minibuses). The collection with the IPVA should reach R$ 21.8 billion in 2022.
