Elite civil service act for readjustment wins support from the base of federal servants

Servers are preparing a national mobilization this Tuesday (18) to ask for a general salary adjustment, after the Jair Bolsonaro (PL) government has reserved resources to benefit only police officers, who are part of the president’s base.

The acts were initially convened by Fonacate (Permanent National Forum for Typical State Careers), which brings together groups with strong pressure power, such as tax auditors from the Internal Revenue Service, Central Bank employees, diplomats, among others.

The mobilization is now being reinforced by Fonasefe (Forum of National Entities of Federal Public Servants), which represents a wider range of careers, including those with lower salaries, and will participate in the act.

The demonstration will begin at 10 am in front of the BC headquarters, in Brasília. Later, at 2 pm, the meeting point will be at the Ministry of Economy, from where Paulo Guedes dispatches.

The minister is against granting generalized readjustments. However, he gave in to Bolsonaro when he asked Congress to reserve funds in the 2022 Budget to serve the federal police.

The approved amount is R$ 1.7 billion. Although the appeal is not stamped, police officers have given public indications that they will not accept Bolsonaro’s withdrawal and claim that any withdrawal would be treason by the president.

In recent weeks, civil servants have surrendered their posts in protest and reduced the pace of carrying out activities — the so-called standard operation. One of the reflexes was the formation of queues of trucks in ports and border areas.

The categories that joined the mobilization criticize the selectivity of the increase.

Bolsonaro has already been warned about the legal risks of readjusting salaries in just one category. Ministers of the STF (Federal Supreme Court) consulted informally by government interlocutors warned that other categories can appeal to Justice, with great chances of a decision in favor of the request for “alignment of treatment”.

The economic team has also expressed concern about the fiscal impact of an eventual generalized readjustment. In the government’s internal accounts, each 1% increase generates an additional bill of R$ 3 billion for the Union.

There is an assessment in the government that the impasse with the servers could trigger a more serious crisis, which is undesirable in view of Bolsonaro’s intentions to run for re-election this year.

The president of Fonacate, Rudinei Marques, said that the initial forecast was that a thousand people would attend the acts in Brasília. However, the increase in the transmission rate of Covid-19 in the Federal District may inspire greater caution, reducing adherence.

More symbolic buildings of the federal government in other capitals, such as the Palácio da Fazenda (former headquarters of the Ministry of Finance), in Rio de Janeiro, should also be the stage for demonstrations.

The secretary general of Fonasefe, Sérgio Ronaldo, said that even those who are not in person will be encouraged to cross their arms in protest. “The mobilization is national. And the priority is the participation of active servants”, he said.

In BC, the expectation is that at least 50% of the servers participate in the acts. According to the president of Sinal (National Union of Central Bank Employees), Fábio Faiad, service to the public should be restricted, and systems may become unstable throughout this Tuesday.

The acts are considered a kind of warning to the government, from which the categories expect to receive a signal of the opening of negotiations.

Otherwise, the groups are already preparing new mobilizations for the 2nd of February, when work in the National Congress and the STF resumes.

Legislative and Judiciary servants also strengthen the articulations so that all servers have salary readjustment.

The president of Sindilegis (which represents the servers of the Federal Legislative Power and the Federal Audit Court), Alison Souza, said that the servers do not want “fiscal mess”.

However, he criticized the government’s argument that it has no money, while at the same time allocating R$ 16.5 billion for rapporteur amendments – an instrument used by allied congressmen to irrigate electoral strongholds.

“When the president said he would give the police a raise, he ended up taking the pin out of the grenade. No one is asking for 28% inflation recomposition since 2017, but a readjustment between 3% and 5% for all servers would be reasonable” , said Souza.

The president of Fenajufe (which represents civil servants of the Judiciary and the Public Ministry), Thiago Duarte, said that the category will “participate with force” in this Tuesday’s acts.

In addition to the government, the entity wants to pressure the president of the STF, Minister Luiz Fux, to work for the salary recomposition of the category. A meeting with Fux is scheduled for Thursday (20).

University professors also joined the mobilization. The president of Andes (National Union of Teachers of Higher Education Institutions), Rivânia Moura, said that the category supports the movement and will participate in activities that will take place in Brasília.

“There is indignation on the part of the servers with the Budget Law for 2022. When a readjustment was announced only for some categories, there was a strong reaction. government,” he said.

President of the Union of Teachers at UFRJ (Federal University of Rio de Janeiro), João Torres de Mello Neto said that the government’s nod to certain categories is symptomatic, while others are left aside.

“Bolsonaro does not play for the majority of the population, but only waves to the base. Even close to the election, he continues to look only at the most faithful slice, even if it is relatively reduced,” he said.

Mello Neto said that the Bolsonaro government tried to demonize federal universities and, therefore, there is concern about the narrative that will be sold to the population in the event of a strike.
