Clarifications on the categories of electricity tariffs that will apply from October 1st, extension of the deadline for notification of the tariff that will apply from this date, but also a series of proposals such as the application of a transitional tariff for all consumers, the establishment of fixed short-term (three-month) tariffs, maintenance of the existing special tariff etc. submitted by electricity suppliers to the Waste, Energy and Water Regulatory Authority as part of a consultation conducted by the Authority.
One company also points out the will of the market not to reinstate the adjustment clause in the invoices.
The consultation of the Waste, Energy and Water Regulatory Authority concerns the framework that will be implemented from October 1st, when with the current data, the emergency intervention measures in the electricity market will expire.
In the context of the consultation, PPC recommends the extension of the deadline for the notification of electricity tariffs that will be effective from October 1st to September 20th, instead of July 31st proposed by RAAEF. PPC points out that otherwise there is a risk of confusion among consumers, as the announcement of the October tariffs will precede the announcement of the August and September tariffs (which are announced on the 20th of each previous month).
He also emphasizes that since “the market is in abnormal conditions and without certainty that the measures will not be extended”, it is likely that meeting the July 31st deadline violates the legislation on free competition.
PPC also states that the smooth transition from extraordinary operating conditions to normality naturally requires the introduction of regulations that will take into account the particularity of the current situation and ensure the existence of conditions of healthy competition and the generally orderly functioning of the market. In this context, it requests clarifications on the categories of tariffs that will be allowed to be offered to consumers from October 1 onwards, while in addition, in the case of floating tariffs, it requests that the readjustment methodology and indicative examples be disclosed by July 31, while the actual numerical values ​​of of these parameters to be announced on September 20.
It also – like the majority of suppliers – proposes to allow consumers to be informed of any changes to supply contracts by e-mail (and not exclusively by written letter, and to recognize implied consent (and not only express) as valid way of entering into a supply contract.
In the context of the same consultation, for example:
- NRG proposes the establishment of a “transition tariff” to which all categories of customers who joined the emergency arrangements will be transferred. “The regulatory provision of a basic transition tariff will facilitate both the process of predicting the transition itself and the end consumers, who will be fully and transparently informed about the tariff to which they will belong and on the basis of which they will be billed from October 1” , reports the company and adds: “Given on the one hand the expressed will of the entire market not to return to floating tariffs which contain readjustment clauses – despite the fact that in the end as found the Greek courts vindicate all the suppliers by issuing relevant decisions on the collective actions filed by consumer associations against the use of readjustment clauses – and on the one hand the inclusion of almost all low-voltage customers on variable tariffs using readjustment clauses, the Authority’s provision of a basic transition tariff to which suppliers will join existing customers is, in our company’s opinion, the most appropriate option, in order to facilitate the smooth transition of millions of customers from October 1 to new tariffs”.
- Heron proposes to allow the existing special tariff to be maintained (it is the one announced on the 20th of each month and valid the following). “Establishing a transitional period of coexistence of the special tariff with floating tariffs applying the readjustment clause and facilitating the transition of consumers from special tariffs to tariffs applying either ex-ante or ex-post the readjustment clause is vital for smooth return of consumers to the regular billing regime,” the company says.
- Elpedison suggested that fixed invoices of shorter duration (e.g. quarterly) should also be allowed and not just annual.
- The Association of electricity suppliers, among other things, brought back the issue of “energy tourism”, that is, the movement of customers to a new supplier without having paid off the debt to the previous one.
- EKPOIZO was against the application of the floating tariff with advance notification of the price and in favor of the establishment of fluctuation limits in the tariffs.
