Proof of life for retirees, pensioners and other INSS (National Social Security Institute) beneficiaries will begin to cross-reference government databases, a change that promises to facilitate updating for the institute’s beneficiaries.
The ordinance with the new rules will be signed this Wednesday (2). According to the federal government, the changes will apply to policyholders who have a birthday from the date of publication of the ordinance.
Currently, the digital proof of life, which is done through the Meu INSS website or application, is an option for policyholders who have facial biometrics registered with Denatran (National Traffic Department) or TSE (Superior Electoral Court), that is, by the bases of driver’s license and voter registration data.
Experts expect the government to expand access to digital proof of life. About 36 million beneficiaries must take proof of life annually. The procedure must be done by everyone who receives benefits through a checking account, savings account or magnetic card.
According to lawyer Fernanda Spoto Angeli Veloso, coordinator of the IBDP (Brazilian Institute of Social Security Law), with the digital INSS and the eGov registry, the government has made many updates to the system and sought to unify the data. “This password is very important, which is why the government is now able to cross-reference data.”

Mandatory proof of life
In December, the INSS extended the start of blocking benefits for policyholders with expired proof of life. Banks offer the option of carrying out proof of life at ATMs using biometrics (for those who have a palm or fingerprint record), in person at branches and through official apps (in some institutions).
Elderly people aged 80 and over and beneficiaries with limited mobility may request a visit at home or at an informed location.
The appointment must be made by phone 135 or by My INSS. There is also the option of carrying out the procedure with an attorney previously registered with the agency.
How locks work
Under current rules, if the beneficiary does not provide proof of life by the end of the period established for his case, the INSS will send the two following payments with a block to the banks. If proof of life is not made after the second block, the benefit will be suspended. After six months of suspension, it will be canceled (terminated).
If the benefit is blocked or suspended, the beneficiary must go to the bank and carry out proof of life. With this, the income will be reactivated, and the payments, released. After cancellation, the benefit will have to be reactivated through biometrics through the Meu INSS app. Another option is to schedule the service “Perform Proof of Life – Exceptional Situations”, at Meu INSS or by calling 135.
