The bill of the Ministry of Labor and Social Security entitled “Professional insurance reform, rationalization of insurance legislation, pension arrangements, system of appointment and recruitment of teachers of the public employment service and other provisions” was submitted to the Parliament.

The main provisions include:

  • Employment of pensioners: Instead of cutting the pension, a non-remunerative resource for EFKA of 10% of wages from salaried work or a corresponding resource for income from self-employment is established, with the result of facilitating the participation of pensioners in the labor market and increasing the current as well as the their future income.
  • Employment of disabled pensioners: For the first time, it is possible to work for disabled pensioners without interrupting the disability pension and without imposing a 10% resource.
  • Pension with debts: A solution is given to the impasse faced by unemployed insured persons who remain stranded due to a real inability to repay their debts to the EFKA, when these do not exceed 30,000 euros.
  • Acceleration of the performance of supplementary pensions: The problem of waiting for supplementary pensions to be granted to insured persons – mainly of the State – is addressed by completing 15 years of supplementary insurance as was the case in the former IKA-ETAM.
  • Maternity allowance: A special maternity allowance is established for the first time for self-employed women and farmers, who will receive the minimum wage (780 euros today) for 9 months. In addition, the allowance is extended to employed mothers of Fr. TAVTEKO, ETAP-MME, EDOEAP.
  • Orphan children’s pension: The rules and conditions for granting a death pension to children are unified, correcting injustices due to different treatment depending on the date of the parent’s death.
  • Pensioner’s allowance with a personal difference: Up to 200 euros are given for pensioners with a personal difference who receive a pension of up to 1,600 euros.

Along with the new insurance, the unemployed are given the opportunity to work up to 12 days a month without interrupting the unemployment benefit:

• The scoring of the unemployment criterion in ASEP competitions for appointment to the State, belongs to the facilities provided only to the unemployed and jobseekers who meet the income criteria of the heating allowance in order to benefit from the favorable arrangements for those who are really in need.
