The Chamber of Deputies approved this Wednesday (9) the basic text of the provisional measure edited by the government of Jair Bolsonaro (PL) with the aim of helping police officers buy their own home, in one of the nods made by the president to his base. electoral.

The MP, sent by Bolsonaro to Congress in September, creates the subsidized real estate financing program for public security agents. In this year’s budget, the Chief Executive also included funds that can be used to readjust the salary of police officers.
The provisional measure was reported by Bolsonar deputy Coronel Tadeu (PSL-SP). He made some changes to the text, expanding, for example, the sectors of the police that could benefit from the Habite Seguro Program.
In the original MP, the government indicated that the subsidy would be granted to members of the Federal Police, Federal Highway Police, civil police, criminal police and military police, active or inactive. They could also receive firefighters, correctional officers and municipal guards.
The rapporteur extended the program to socio-educational agents and transit agents who were public servants and to legislative police officers, but he denied them access to the subsidy for the payment of their own home – in the opinion, Coronel Tadeu says that they can have access to special credit conditions at the discretion of banks and financial.
The deputy also included dependents and spouses of deceased beneficiaries in the program.
According to the text, the objective of the program is to help overcome “deficiencies of a housing nature of public security professionals” and “reduce the exposure of public security professionals to risks arising from the housing conditions to which they are subjected”. In addition, the project seeks to value “professionals with disabilities, granting, whenever possible, priority service.”
The MP stipulates that the Executive will provide for the conditions for participation in the program, deadlines for financing and limits of budgetary resources destined for the program, in addition to the economic subsidy and remuneration ranges.
Budget resources for the implementation and execution of the program will come from the National Fund for Public Security.
The text creates a subsidy for beneficiaries of Habite Seguro, financed by resources from the National Public Security Fund.
This subsidy will be limited to the program’s budget availability and will serve to pay part of the value of the property and the portion of the fee for contracting the financing. In his previous report, Coronel Tadeu had established that the subsidy would be granted to beneficiaries who receive up to R$10,000. In the version approved this Wednesday, he removed this limit.
The deputy also allowed the participation of credit unions as a financial agent of the program.
The subsidy granted for the purchase or construction of a home will be given only once per beneficiary. In addition, according to the text, it may be cumulative with other housing programs provided for in federal, state, district or municipal law.
According to the MP, the subsidy cannot be granted to holders of active property financing or to those who already have property. The proceeds may not be used for renovation, expansion, completion or improvement of property, purchase of land or acquisition or construction of rural or commercial properties.
