The amendment that places a ceiling on bank commissions on transactions carried out with debit, credit and prepaid cards for amounts up to 10 euros has been submitted to the Parliament.

In particular, the amendment establishes maximum charge limits for POS transactions of up to 10 euros in taxis, kiosks, bakeries, convenience stores, bookshops, dairy shops, dry cleaners and clothing and shoe repair businesses, halving the specific charges.

According to the amendment:

a) the maximum clearing fee may not exceed zero point fifty percent (0.50%) of the value of the transaction,

b) the maximum interbank commission may not exceed zero point ten percent (0.10%) of the value of the transaction for private debit and prepaid cards and zero point fifteen percent (0.15%) for private credit cards,

c) the maximum charge of the payment service provider from international card organizations may not exceed zero point ten percent (0.10%) of the value of the transaction.

This regulation concerns only small businesses and does not apply to joint-stock companies and businesses with more than three (3) card acceptance terminals, unless they have received them from the same payment service provider.

Traffic fees per month

With other provisions, monthly traffic fees are being established again this year for those car owners who have submitted their license plates.

Specifically, it is stated that “the possibility of immobilizing a passenger car or motorcycle for private use is provided for a single time within the year 2024, with proportional payment of the twelfths of the annual traffic fees corresponding to the months of immobilization of the vehicle and at least the payment of of the fees of one (1) month.”
