The new electric vehicle subsidy program “Moving Electric 3”with a total budget of 33 million euros, provides for increased subsidy amounts for private consumers, which may reach 11,500 euros.

As far as legal entities are concerned, the subsidy is reduced, as there are other tax benefits in this category.

In addition to vehicles, “Move Electric 3” also subsidizes electric two-wheelers-motos, electric bicycles, and microcars.

According to the announcements of the political leadership of the Ministry of Infrastructure and Transport, on the occasion of the publication of the relevant decree in the Government Gazette, tonight the pilot of the platform starts (https://www.kinoumeilektrika3.gov.gr), where everyone can find the supporting documents, which are required to subsidize the purchase of an electric vehicle.

Staikouras: The promotion of electric mobility is a key pillar of sustainable urban mobility

As the Minister of Infrastructure and Transport Christos Staikouras stated, from the first moment the government set as a key priority the promotion of electric mobility, a key pillar of sustainable urban mobility. He said that since November 2023, the Ministry of Infrastructure and Transport has paid the subsidy to 7,772 beneficiaries, with the amount of more than 26.1 million euros, for the purchase of an electric vehicle.

“It is planned, on June 5, to pay an additional 478 requests, amounting to 1.8 million euros. Taking the subsidy paid out to €28m since November and €33.3m in total since the start of the programme. And the payments will continue in the remaining months of the year, at a consistently high rate,” he said.

He said “Go Electric 3” is more appealing to citizens, appeals to more businesses and strengthens the withdrawal process. “With its activation, we seek not only the further strengthening of electric mobility, but its consolidation in the Greek market,” said Minister Christos Staikouras.

Finally, he stated that the available budget of the new program is determined, initially, at 33 million euros, which are derived from revenues from auctions of gas emissions rights. It can be amended and strengthened, with new revenues from pollutant auctions, with new revenues from the environmental tax on imported used vehicles, as well as with additional funding from national resources.

Christina Alexopoulou: The 33 million euros of “Moving Electric 3” will be available for the next 10 months

For her part, the Deputy Minister of Infrastructure and Transport, responsible for Transport, Christina Alexopoulou, emphasized that with “Move Electric” the development of electric mobility is maturing and stabilizing in our country. In fact, as he said, after 4 years of state aid, 14,700 purely electric cars are in circulation in our country, while the goal set based on the national energy and climate plan is to have 67,000 low-emission vehicles in circulation in Greece in 2025 and 340,000 in 2030. Today there are 39,000 rechargeable vehicles in circulation. A critical parameter for achieving the goals is the support for the purchase of a new electric vehicle. A

As he mentioned, after completing the purchase, the citizen submits to the relevant platform the required supporting documents together with the invoice or proof of purchase and is subsidized. The 33 million euros of “Moving Electric 3”, will be available for the next 10 months. The citizen can receive a subsidy, for 30% of the retail price before taxes of the vehicle and up to 9,000 euros – up from 8,000 that was in “Move Electric 2” – to acquire a new electric car that is safer, more efficient and pollutes little or nothing. In addition, he can receive double the retirement subsidy than before, amounting to 2,000 euros, by retiring his old car if it was registered before 2010.

Additional subsidies are provided for special categories”, as explained by the Deputy Minister of Infrastructure and Transport: “For our fellow citizens with disabilities, the amount of the additional subsidy reaches 1,000 euros. For our young fellow citizens, up to the age of 29, there is also an additional subsidy of 1,000 euros. For families with many children, the subsidy amounts to 1,000 euros per dependent child from the third and above and can reach an additional 4,000 euros, in total. Finally, the installation of a charger is also subsidized with 500 euros”.

He also emphasized the importance of subsidizing electric bicycles, as “they are part of micro-mobility, which is a building block of Sustainable Urban Mobility, in which we invest as a government”. “The amount of the subsidy for electric bicycles through “Move Electric 3″ remains the same as that of the second cycle (40% of the retail price before taxes and up to 800 euros). There are additional subsidies for those with many children and the disabled in the amount of 500 euros,” he added.

Subsidies in detail:

The amount of aid (ecological bonus for the purchase of a new vehicle, subsidy for the purchase of a “smart” recharging point and subsidy through withdrawal) per category of beneficiary/final recipient and per vehicle, is determined as follows:

Category A (Natural persons):

  1. For purely electric cars, the ecological bonus amounts to a percentage of 30% on the L.T.P.F. with a maximum amount of 9,000 euros.
  2. For electric two-wheelers or three-wheelers, the ecological bonus amounts to: (A) 30% of the purchase value before VAT, for categories L1e to L4e with a maximum amount of 1,300 euros. (B) 40% of the purchase value before VAT. , for categories L5e up to L7e, with a maximum amount of 3,000 euros.
  3. For electric bikes, the ecological bonus amounts to 40% of the purchase value before VAT, with a maximum amount of 800 euros.
  4. The withdrawal of a vehicle or two-wheeler/tricycle (excluding bicycles) is rewarded with an amount equal to 2,000 euros and 800 euros respectively and is optional.
  5. The purchase of a “smart” home PC charging point is subsidized with a total amount of 500 euros and is optional. In case the purchase price of the “smart” I/O recharge point is less than 500 euros before VAT, the amount of the subsidy is equal to the amount of the purchase price before VAT. In addition, for the disabled categories, an increase of 1,000 euros is provided for the amount of the ecological bonus obtained for the purchase of an electric vehicle of category M and of 500 euros for the purchase of an electric vehicle of category L or electric bicycles, upon presentation of the necessary supporting documents relating to the specific categories .

Especially for the categories of families with at least 3 dependent children, an increase of 1,000 euros is provided for each dependent of the third child and above to the amount of the ecological bonus obtained for the purchase of an electric vehicle of category M and of 500 euros in total for the purchase of an electric vehicle of category L or electric bicycle, with the presentation of the necessary supporting documents concerning the specific categories. The maximum additional amount cannot exceed 4,000 euros for the purchase of an M-category electric vehicle. The additional amount will be given after presenting the necessary supporting documents and verifying the number of dependent members with the family status certificate.

Especially for young people whose age does not exceed 29 years in the year of submission of the membership application, an increase of 1,000 euros is provided for the amount of the ecological bonus obtained for the purchase of an electric vehicle of category M or category L6e-L7e, upon presentation of the necessary documents relating to the specific categories.

In the event that cumulative criteria are met, the total subsidy cannot exceed the amount of the net value (VAT) of the vehicle.

Category B (Legal Entities and Businesses):

For purely electric passenger and business cars the ecological bonus amounts to:

  • a percentage of 30% on the LTPF, with a maximum amount of 6,000 euros per vehicle, as long as the company requests from 1 to 20 purely electric passenger or commercial vehicles.
  • a percentage of 20% on the LTPF, with a maximum amount of 4,000 thousand euros per vehicle, as long as the company requests more than 20 purely electric passenger or commercial vehicles.
  • For electric two-wheelers or three-wheelers, the ecological bonus amounts to: (A) 30% of the purchase value before VAT, for categories L1e to L4e with a maximum amount of 1,300 euros. (B) 40% of the purchase value before VAT. , for categories L5e up to L7e, with a maximum amount of 3,000 euros.
  • For electric bicycles, under the condition of the main activity of the business, as mentioned in article 4 hereof, the ecological bonus amounts to 40% of the purchase value before VAT, with a maximum amount of 800 euros.
  • The purchase of a “smart” I/O recharging point for installation and use in company parking lots with private access is subsidized with a total amount of 400 euros and is optional. In case the purchase price of the “smart” O/O recharge point is less than 400 euros before VAT, the amount of the subsidy is equal to the amount of the purchase price before VAT. The possibility to subsidize an “intelligent” EV charging point is valid with a maximum number of subsidized “intelligent” recharging points equal to the total number of pure electric passenger/commercial vehicles with a maximum mass of up to 3.5 tons for which a subsidy is requested.

Especially for the beneficiaries/recipients of Category B who are based in an island Municipality of the territory, an additional public expenditure equal to 4,000 euros per purely electric passenger/commercial car with a maximum mass of up to 3.5 tons for which they request aid is provided.

The withdrawal of a conventional car or two-wheeler/tricycle (excluding bicycles) is rewarded with an amount of 2,000 euros per vehicle for passenger/commercial vehicles and 800 euros per vehicle for two-wheelers/tricycles respectively and is optional. The purchase of an additional battery for vehicles of type L1e up to L7e is supported by a total amount of 300 euros provided that it is part of the basic equipment of the vehicle.
