Program to declare Income Tax 2022 fails on the first day

Taxpayers who try to download the program to declare and submit the Income Tax 2022 this Monday (7) find failures and difficulties to download. In many cases, it is not possible to download it. The app is also offline.

The reason for the instability is the high number of accesses, according to the Federal Revenue. In a note, the agency asks taxpayers with difficulty to try to download the program later.

“Due to the high number of hits in the first moments of this morning, the download of the program is showing instability. This situation is already being dealt with and it is recommended that you wait and try again later”, he says.

The agency released the program that generated the IR statement at 8 am this Monday (7). This is the initial deadline for the taxpayer to report to the tax authorities. The deadline is April 29th. Whoever is obliged to declare and misses the deadline pays a minimum fine of R$ 165.74, which can reach 20% of the tax due.

The term starts with a delay of at least one week compared to previous years. The reason is the standard operation of the Internal Revenue Service after the federal government took funds from the agency in the 2022 Budget to fulfill a promise of readjustment to other categories of the civil service, such as police officers.

Those who tried to download the program in the first few minutes of this Monday managed to access it, however, the download is slow, often indicating up to an hour to be installed on the computer. Those who tried to lower it after 8:30 am were not successful. There is an error screen.

In the case of the application, the message that appears is that the system is undergoing maintenance. “We are undergoing maintenance. We will be back on 03/7/2022 and you will be able to file your 2022 IRPF statement”. There is no deadline for the app to be released, but, in the press conference in which it informed the rules and news on the IR in February, the promise was that the app could also be accessed from this Monday.

In previous years, accountability began on March 1st and the IRS released the program days before for the taxpayer to familiarize himself with the rules and news. This year, that was not possible. With the download failure, the delivery of the IR may be delayed even further.

Unafisco (National Association of Tax Auditors of the Federal Revenue of Brazil) confirmed the failure this morning. According to Mauro Silva, president of the entity, the mobilization of civil servants, with the delivery of leadership positions, zero target operations and reduced teams, has an impact on the services provided to citizens.

“The normal flow of work was affected and some things that are related to Income Tax are also affected, so obviously this reflects the mobilization of auditors, because the teams are not complete, without the heads of communications between teams, planning, the schedules end up not being carried out in the best way, so it must be a reflection”, he says.

In a previous interview, Silva had stated that the delay could reach not only the beginning of the deadline, but could result in a delay in the final stretch.

Pre-filled declaration starts on the 15th

This year, the tax authorities expect to receive 34.1 million statements. There are news that can assist in filling the IR and help taxpayers meet the deadline. In 2022, anyone who has a silver or gold level gov.br account will be able to fill out the Income Tax on several platforms.

This means that the taxpayer can start declaring the IR on the computer and finish doing it online, through Meu Imposto de Renda, within the e-CAC (Virtual Service Center of the Federal Revenue), or on the cell phone or tablet.

In addition, as of March 15, the pre-filled IR statement will be available, also for those who have a silver or gold level gov.br account. The estimate of the Federal Revenue is that 10 million users have access to this functionality.

The taxpayer who received taxable income of more than BRL 28,559.70 in 2021 is required to declare the Income Tax 2022, which includes salary, retirement and pension, for example. If you received exempt, non-taxable or taxed exclusively at source income above R$ 40,000, you are also required to declare it.

Anyone who had transactions on the Stock Exchange, moved to the country in 2021 and was here on December 31, or made a profit from the sale of goods and rights in the year, also enters the mandatory list.

Taxpayers with assets and rights above BRL 300 thousand on December 31, 2021 are required to declare the Income Tax. Those who must send the declaration for other reasons cannot forget to inform all the assets they have.

It is recommended to provide the property registration number, if any, in addition to the name of the registry office. There are also other rules that require accountability to the tax authorities.

Taxpayers who fall under one or more mandatory rules are required to declare the Income Tax, which are:

  2. Received exempt, non-taxable or taxed exclusively at source income above BRL 40,000
  3. Obtained a capital gain on the sale of assets or rights subject to tax
  4. Was exempt from capital gain tax on the sale of residential property, followed by the acquisition of another residential property within 180 days
  5. Performed operations on Stock, Commodity, Futures and Similar Exchanges
  6. Had, on December 31, 2021, possession or ownership of goods or rights, including bare land, above R$ 300 thousand
  7. Obtained gross revenue from rural activities in an amount greater than BRL 142,798.50
  8. Who wants to compensate, in 2021 or following years, for losses from rural activity from 2021 or previous years
  9. The taxpayer who became a resident in Brazil in any month and was in that condition on December 31, 2021
