The “Social Housing for the most vulnerable groups” program, implemented by the Ministry of Social Cohesion and Family in collaboration with the Municipality of Thessaloniki.

The Program is financed by resources of the National Recovery and Reconstruction Plan, with a budget amounting to 610.5 thousand euros, which will be used by the contractor company “Major Urban Development of Thessaloniki (MATH SA AOTA)” for the renovation of a building and 24 independent apartments in the Metropolitan Area of Thessaloniki. In particular, the renovation concerns a building of the Municipality of Thessaloniki, which will be transformed into six independent apartments and 24 residences – bequests to the public, which remained unused for a number of years. The renovation program also includes the energy upgrade of the apartments, which will lead to a reduction in heating and cooling needs.

Aiming at providing housing security and stability to the beneficiaries, it will involve the conclusion of long-term lease contracts, lasting at least 8 years, against an affordable rent, clearly reduced in relation to market prices. A “base rent” is provided for, calculated with a lower limit of 5-8% of the property’s objective value, divided by twelve, which may be reduced or increased upon agreement between the contracting parties (i.e. the owner of the property and the MATH SA AOTA).

Through the implementation of the Program, both the utilization and upgrading of unused State properties will be achieved, as well as the simultaneous provision, assurance and public supervision of long-term social benefits to vulnerable citizens.

Upon completion of the first renovations, approximately in the first half of 2025, the relevant invitation will be issued to the beneficiaries, with which their selection criteria will be finalized, which will be related to their family and income status, family status vulnerability, additional reasons for vulnerability, etc. The invitation will be posted on the website www.housing-thessaloniki.gr and on the website of MATH SA AOTA www.mdat.gr.

The Minister of Social Cohesion and Family, Sophia Zacharakissaid about it:

“The way in which the “Social Housing for the most vulnerable groups” program is implemented in Thessaloniki is exemplary. Together with the municipal authority, we put the yeast in place for substantial social housing. Renovating and upgrading energy-efficient public buildings, which will house our fellow citizens who are in housing insecurity. People with disabilities, the elderly, low-income families, the homeless, victims of domestic violence, students who do not meet the criteria for admission to a student residence, are all potential beneficiaries of these houses. We do not claim to solve the problem but the Thessaloniki project shows the way.”
