Almost in the morning, 150,000 people applied for the heating allowance:
38,902 concern heating with electricity and
119,309 concern heating with heating oil
A very early conclusion is that the goal of the Ministry of Finance to turn the world to the much more environmentally friendly electricity is not being achieved.

In order to avoid problems with applications, misunderstandings and misunderstandings, AADE has issued a list of answers to questions that may be on the lips of many.

APP LOGIN CODES

The connection is made with the TAXISnet codes. If they do not exist, the identification is done by giving the VAT number and notification number of one of the Tax Determination Acts of the Income Tax Declaration of Natural Persons of the last 5 years.

CLAIM MARGIN – WHAT THE BENEFIT COVERS

Until December 6, 2024
Markets related to internal combustion heating oil, lighting oil (blue kerosene), natural gas, LPG, firewood, biomass (pellets), thermal energy through district heating and electricity are covered.
Purchases must have been made between 10/1/2024 and 3/31/2025.
Especially for oil the purchases start from 1/10 and for firewood 1/6.

LOTS OF REQUESTS

Each beneficiary can make as many requests as he wants. However, only the last one will be in force. The application must concern the main residence and the subsidy concerns only one source of heating per beneficiary.

REGISTRATION OF EVIDENCE

There is an obligation to register purchase documents for all types of heating except for heating oil (obligation of the dealer and here it is very important that the dealer gets the correct information from the buyer) and electricity
For purchases involving consumption from October 1, 2024 to March 31, 2025 and whose documents have been issued by April 15, 2025, the registration deadline is until April 30, 2025.
Especially for natural gas and thermal energy consumption through district heating, the registration deadline is until July 15, 2025 for documents issued until June 30, 2025.

BENEFIT PAYMENT

The allowance is paid in 2 installments:
Last year’s beneficiaries: Advance payment by 23/12, whichever is greater (60% of the total amount given as heating oil subsidy or 100% of the electricity subsidy).
New beneficiaries : 50% until 23/12 of the amount resulting from the product of the reference amount (each heating source has its own) with the climate coefficient (each region has its own)

Payment for both categories until 30/5 based on this year’s weather conditions in the beneficiary’s area.
Especially for natural gas, for the consumption of thermal energy through district heating as well as electricity, an additional payment is made until July 30, 2025.

EXAMINATION OF EVIDENCE

For all heating sources except heating oil and electricity, the following information is entered in the MY DOCUMENTS application:
• the number of the purchase receipt
• the amount/value of the transaction
• the VAT number of the seller company
• the name of the selling company

In case the beneficiaries pay the heating expenses through shared users, then they are registered, in addition:
• the number of the payment receipt for shared users or alternatively the number of their payment notice (if a payment receipt has not already been issued when the application was submitted)
• the VAT number of the manager or the person representing the apartment building or the management company of the apartment building
• the amount attributable to the beneficiary.

APARTMENT APPLICATION – MANAGER RESPONSIBILITIES

In cases where there is a common burner

The administrator enters the details of the apartments of the apartment building, as well as the thousands of participation of each of them in the heating costs (heating kilometers). Changes to the above information can only be made by the administrator before activating the payment option.
The total of thousands of apartments must be 1000 so that you can activate the payment feature as well. You can activate the payment option when at least one beneficiary application has been submitted. You can see this by the “Application exists” indicator to the right of the apartment details.
In the documents for the purchase of heating oil, the VAT number and public electricity supply number should be the same as those entered in the Heating Kilometers Management. In the event that a VAT number has been issued for the multi-dwelling house and you want the heating oil purchase documents to be issued to it, you should define the VAT number of the multi-dwelling house in the profiles, by selecting the relevant link “Define VAT number”. After that, the apartment building tax number cannot be changed or deleted.
ATTENTION! Even in the event that an apartment building TIN has been assigned, the TIN of the manager/representative will be indicated on the tenants’ applications. Activation of the payment process is not required in case of electricity subsidy.

In case of a change of administrator, a new apartment building profile must be created.
ATTENTION! If the administrator changes after 6 December 2024, when the application deadline ends, then any heating oil purchases made up to 31 March 2025 must be issued under the previous administrator’s VAT number, otherwise no crossover will occur.

For the other types of fuel (except heating oil and electricity) it is not necessary to create a separate apartment building profile.

Where there is no manager it should be agreed by the tenants who will take over.
Where there is no shared supply number which meter will be the ‘shared user’.

In apartment buildings where each apartment has its own burner, applications are made separately, each apartment its own.

OTHER QUESTIONS

The square footage of the property does not affect the amount of the allowance
Beneficiaries of the Social Household Invoice are not entitled to an allowance
The allowance is not credited without the IBAN
