Program Guide published «I save 2025(B’ 6970/2024) of the Ministry of Environment and Energy. With a budget of 434 million tens of thousands of households in the country are expected to benefit from the energy upgrade of their homes.
The relevant announcement was signed by the Minister of Environment and Energy, Mr. Thodoros Skylakakis, as well as the Deputy Minister of National Economy and Finance, Mr. Nikos Papathanasis.
It is noted that the program is implemented in the context of “RePowerEU”, of the National Recovery and Resilience Plan “Greece 2.0” with funding from the European Union–NextGeneration EU.
In particular with regard to its basic characteristics:
It is predicted that through “Excoonamo 2025” it will be achieved saving primary energy above 30% per case, through the energy upgrade, by at least three energy categories, of each residence that will be strengthened within the framework of the program. It is clarified that the program concerns buildings used as a main residence (detached houses and individual apartments).
Main objective of the program -among others- is the support of energetically vulnerable and affected population groups. In particular, it includes separate incentives (increased grant rate and special budget) for: the support of families with a member/members with disabilities, victims of Thessaly (including the earthquake-affected beneficiaries of the municipal community of Damasio of the Municipality of Tyrnavos), earthquake victims of Arkalochori and Samos, families with at least three dependent children and vulnerable households.
It is noted that depending on the category to which the beneficiary falls, the percentage of the financial aid starts from 50%, while in some cases even 100% of the investment cost is covered.
Eligible program costs include:
- window replacement,
- installing/upgrading thermal insulation,
- heating/cooling system upgrade,
- domestic hot water system using Renewable Energy Sources (RES),
- other energy saving interventions, such as the installation of a smart management system (smarthome) and energy storage systems (batteries).
Of the 434 million euros which is the budget of “Excoionamo 2025”, the 396 million euros go directly to households. Within the program, additional costs are foreseen for interest subsidy, administrative costs and other needs.
Of the 396 million euros, 27.4 million euros are available for families with disabled members, 91.3 million euros for the victims of Thessaly and the earthquake victims of Arkalochori and Samos (of which 54.8 million euros for vulnerable households) and 18.2 million euros for families with at least three dependent children.
THE maximum eligible budget of energy upgrading interventions with VAT per beneficiary applicationcannot exceed:
- the product of 1.20 euros times the total estimated annual primary energy savings (kWh), as derived from the 1st Energy Performance Certificate,
- the 35,000 euros.
It is worth pointing out that the heating degree days will be used as a criterion for evaluating the energy upgrade proposals submitted to the program and priority will be given to the coldest regions of the country, given their special needs.
As for the beneficiaries who will be subject to “Excoionamo 2025”, covering the participation itself with a loan, it is pointed out that the interest rate of the loan agreement is fixed and subsidized at a rate of 100%.
The implementing body of “Excoyona 2025” is the Technical Chamber of Greece (TEE) and the financial management body is the Hellenic Development Bank S.A.
Funding applications from interested parties will only be submitted online, from 8.1.2025 to 20.3.2025 and mandatory through the official website of the program (https://exoikonomo2025.gov.gr”).

The Deputy Minister of National Economy and Finance, Mr. Nikos Papathanasisnoted: “”Save 2025″ is yet another practical proof of where and for whose benefit European resources are directed, especially those coming from the Recovery Fund. In fact, with the new Program, which is addressed to all our fellow citizens, we ensured the expansion of social criteria, with increased grant rates for vulnerable families and households, but also geographical areas based on climatic conditions. We accelerate the implementation of our commitments to our fellow citizens, with actions that save energy and at the same time improve everyone’s income and everyday life”.
