Government decides to anticipate 13th of INSS retirees

The Jair Bolsonaro government (PL) wants to advance the payment of the 13th of INSS (National Social Security Institute) retirees for the months of April and May.

The initiative is part of a package of measures to be announced by the president and the Minister of Labor and Social Security, Onyx Lorenzoni, on Thursday (17).

The release of the 13th of retirees should inject R$ 56 billion into the economy, according to internal government calculations. Each installment represents about R$ 28 billion.

The details of the operationalization of the payment are still being finalized, but government sources are confident that it is possible to ensure the transfer of the first installment as early as April. The final design still depends on arrangements with the Ministry of Economy, which takes care of cash flow.

Altogether, the government expects that the package launched will have a potency of approximately R$ 150 billion.

The new round of withdrawals from the FGTS (Fundo de Garantia do Tempo de Serviço) will also be part of the announcement. as showed the sheetthe measure can benefit around 40 million workers, considering the potential public of workers who have accounts with a balance in the guarantee fund.

The amount to be authorized for withdrawal must be up to BRL 1,000 per worker, but the average must be below that because some accounts have a lower balance.

The government also intends to reissue the MP (provisional measure) that expands the margin for INSS retirees and pensioners to contract payroll-deductible credit with the benefit as a guarantee.

Today, the limit is 30% for loans and 5% for credit card expenses. The government even extended the total margin to 40% during the pandemic, but the measure expired on December 31, 2021.

Now, the proposal is to increase the total limit again to 40%. The measure has the potential to inject BRL 27 billion, according to government calculations.

The package should also include the launch of Simplified Digital Microcredit. The expectation is that 4 to 5 million people will benefit, with an injection of R$ 3 billion.
