Signed on Joint Ministerial Decision (B’ 6969/2024) for the announcement of the program “I am changing the Heating System and Water Heater» his Ministry of Environment and Energyfrom which households in the country will be supported for the installation of new solar water heaters and/or modern technology heat pump systems.

The KYA, which includes the Guide of the program amounting to 223.2 million. euros, signed by the Minister of Environment and Energy, Mr. Theodore Skylakakisas well as the Deputy Minister of National Economy and Finance, Mr. Nikos Papathanasis.

It is noted that the program is being implemented within the framework of “RePowerEU”, the National Recovery and Resilience Plan “Greece 2.0” with funding from the European Union – NextGeneration EU.

In particular, regarding the characteristics of “Change Heating System and Water Heater”:

In addition to assisting households to install new solar water heaters and/or heat pump systems of modern technology, the possibility of replacing energy-consuming electric heaters of old technology is also provided. However, this provision is not a prerequisite for interested parties to participate in the program.

Of the 223.2 million euros which is its total budget, 44.6 million are committed. euros for energy-vulnerable households.

The main objectives set by the program include: upgrading the energy efficiency of households and saving financial resources from reducing energy consumption.

In addition, it will contribute to reducing the use of heating systems based on fossil fuels and biomass, which burden the atmosphere with suspended particles.

Through the “Change Heating System and Water Heater” grant:

  • The purchase of a new solar water heater with modern technology, at a percentage of 50% or 60%, with the exact percentage being determined based on income criteria.
  • The purchase of a new heat pump system, at a rate of 50%.
  • Carrying out necessary ancillary work to install eligible equipment (eg transportation costs, installation costs, consumables and accessories, etc.), at a rate of 50% or 60% (depending on income criteria).

The program is aimed at households that wish to install the above eligible equipment in their home (main or secondary residence, rented or leased).

In the meantime, in the framework of the “Change Heating System and Water Heaters”, emphasis is placed on the potential beneficiaries of another program, “Recycle – Change Water Heaters” with unredeemed vouchers. In particular, interested parties who had not redeemed the vouchers are invited to submit a new application, using the same VAT number.

Funding applications are evaluated comparatively and the existence or non-existence of disabled member(s) in the family is taken into account, if the application concerns families with three or more dependent children, if the residence is in atmospherically burdened regions (only for the new heat pump system), in areas with a high number of degree days.

Funding applications from interested parties will only be submitted electronically from 8/1/2025 to 31/3/2025 and mandatory through the official website of the program (https://allazothermansi-thermosifona.gov.gr). The Minister of Environment and Energy, Mr. Theodore Skylakakis said:

“Through the “Change Heating System and Water Heater” program, we financially support the country’s households – taking special care of our vulnerable fellow citizens – for interventions related to the installation of new solar water heaters and modern technology heat pump systems. By incentivizing them to invest in these modern technologies, the benefit is two-fold in terms of upgrading the energy efficiency of their homes and saving money from the reduction in energy consumption they will achieve.”

The Deputy Minister of National Economy and Finance, Mr. Nikos Papathanasis noted:

“Following the Government’s initiatives to improve the energy efficiency of homes, increase the use of renewable energy sources and save financial resources from reducing energy consumption, we are proceeding with the implementation of another program to replace existing heating systems with new modern technology. And in this particular case, social criteria were taken into account, in order to benefit vulnerable households and the disabled. This is the best answer to “where does the Recovery Fund money go”. This is another practical proof of matching words and deeds, another commitment to our fellow citizens that is being put into practice.”
