Significant increase is recorded in revenue from insurance contributions for overtime, overtime, nightlife and labor on holidays, in March 2025 compared to the corresponding month of 2024, as evidenced by the data of the “ERGANI” information system.

The rise of revenue is noted as a result of the commencement of application in March 2025 of the new way of calculating contributions for specific forms of employment, based on the hourly hourly hourly work, instead of the increased hourly wage, but without affecting the salaries. This arrangement is added to the new horizontal reduction in insurance contributions, which has entered into force by 2025.

Despite any reservations about revenue reduction by the reduction of contributions, the figures show exactly the opposite, confirming the initial assessment of the Ministry of Labor, which legislated the provision.

Specifically, they reflect a positive dynamic, suggesting that the increase in declared labor and earnings not only offset the losses from reducing contributions, but also leads to higher revenue for the insurance system.

According to officials from the Ministry of Labor and Social Security, this development is due, as it was foreseen from the outset, in particular to the increase in legal employment, salaries and overtime declared. The gradual, but systematic expansion of the digital working card in increasingly sectors, in view of its universal application, seems to play a decisive role. The digital work card is already delivering tangible results, as a significant increase in recorded overtime is found in all sectors that have been included in the card system.

Also, the rise of earnings in the economy as a whole involves an increase in insurable earnings associated with these types of work.

Consequently, available data are in favor of the conclusion that enhancing transparency, exploitation of digital technology and salary rise are critical support and strengthening of the insurance system.

March comparative data 2024 vs March 2025

Based on the centralized results of the “ERGANI” information system, overtime revenue and overtime increased by 6.57% and the revenue from nightclubs and work on holidays increased by 1.85%.

As the Ministry of Labor officials point out, the increase in revenue is due to the fact that, in March 2025, the recorded earnings of the above employment items were higher than in March 2024.

In particular, overtime and overtime earnings increased by 15.79%, from EUR 25,112,032.44 in March 2024 to 29.076.621.55 euros in March 2025, while nights and public payrolls increased by EUR 5,22%, from 14,754,497,49 15.524.448.65 euros in March 2025.

Increased overtime declared

At the same time, a spectacular increase was reported by the Digital Work Card, which now extends the protection net to 1.85 million workers.

The measure covers 1.5 million workers in critical sectors of the economy, such as banks, supermarkets, insurance companies, security companies, DEKOs, industry, retail, focus and tourism.

With the new phase of expansion, there are an additional 350,000 employees from wholesale, energy, financial sector businesses, as well as administrative and support activities in tourism.

Digital Work Card ensures accurate recording of actual working time and enhances transparency in Labor Inspection checks. In this way, it contributes substantially to the fight against undeclared and indicated labor, as well as to income evasion, phenomena that affect both workers and consistent businesses, while undermining the viability of the country’s insurance system.

The three branches with the most recorded overtime/overtime hours, based on digital card data from the “ERGANI” information system, are industry, retail and focus. Following are the rest of the integrated sectors, such as supermarkets, tourism, insurance companies, banks, security companies and DEKOs.

Specifically, 82.3% of all recorded overtime for the first quarter of 2025 came from the first three above -mentioned sectors compared to 76% in the corresponding period of 2024.

In the first quarter of 2025, these three sectors showed a very significant increase in overtime recorded compared to the first quarter of 2024, due to the mandatory application of the digital work card.

This increase is +81% for industry, +97% for retailing and +52% for focus.

In addition, according to the data, the percentage of recorded overtime in the tourism industry is equally impressive in April 2025 compared to April 2024.
