This meant that potentially and any other settlement of about 12,000 settlements that are below 2,000 inhabitants was in danger and in danger of annulled its boundaries after an appeal and not being able to issue a license not only for the edges of the settlement, but also in the nucleus and in the village. He clarified that after the approval of the Presidential Decree, which were covered by the three zones out of the four, the C zone remained pending and the new regulation took into account decentralization issues and demographic support was received.

“As they build, they have been building to date and build with the boundaries of prefectures currently undergoing settlements under 700 inhabitants, which is about 93% of all settlements below 2,000, will be able to build, as they build to date,” he said.

Indeed, he stressed that in two to three years the local urban planning plans containing the demarcation of settlements or independent studies that define settlements will be approved. “When a settlement is approved with the presidential decrees from local and special urban planning plans, then what we are discussing today will apply. We are not in danger of the Council of State to cancel the limits with this process we go for for the first time, ”he added.

Mr Tagaras noted that the settlements under 2,000 inhabitants as a whole, almost in the vast majority, have no city plan and this is the big question that with this regulation enters a class and regulates anarchy in urban planning.

At the same time, he said that the total budget for this project reaches around € 1 billion, while the historical gaps that will be filled dates back to 1923.
