In the list of essential services that must be performed by servers during the strike, which started this Friday (1st), the Central Bank even included activities related to the new Museum of Values, which is closed for renovations and is only expected to reopen in June. of 2024.
The municipality requested that five employees do not sit back and take care of the final review of the proposal for the new museum, the development of attractions together with the contracted company, as well as the follow-up of the bidding for the work and payments to project suppliers.
Communication on the autarchy’s profiles on Twitter and other social media, logistical support for travel by the collegiate board and the monthly publication of extracts from records of the RDE (Electronic Declaratory Registry) system are some of the requests that appear in the list prepared by the monetary authority .
All areas must also continue to respond to demands made via LAI (Access to Information Law). To execute its contingency plans, the BC requests more than a thousand employees for essential work during the strike, that is, a third of the workforce. Currently, the municipality has 3,500 active servers.
The elaboration of the list of essential services is not closed and there are several points of divergence between the BC and the employees of various departments. The topics will be dealt with in further meetings before a final agreement is reached.
The servers consider that there is a confusion in the understanding of what are essential activities established by law and what are relevant services for the fulfillment of the BC’s mission, so that some items on the list correspond to the second category.
According to the legislation, “in essential services or activities, unions, employers and workers are obliged, by mutual agreement, to guarantee, during the strike, the provision of essential services to meet the unavoidable needs of the community”.
“The urgent needs of the community are those that, if left unattended, put the survival, health or safety of the population in imminent danger”, he adds.
In this context of fundamental activities for society, monitoring of Pix will be maintained during the strike. The BC asks that two servers be responsible for monitoring in the event of abnormalities, such as attacks against the security of the payment method, inadequate system performance and others.
Activities linked to Copom (Monetary Policy Committee), Comef (Financial Stability Committee) and Comoc (Currency and Credit Technical Committee), as well as the RTI (Quarterly Inflation Report) will be maintained.
The execution of the exchange policy, the functioning of the Swift and the STR (Reservation Transfer System) and the disclosure of the daily ptax (exchange rate) must also be preserved.
But a series of delays in the monetary authority’s routine are expected, especially in the dissemination of indicators, such as the Focus bulletin, economic-financial notes and others.
According to Sinal (National Union of Central Bank Employees), the expectation of joining the strike is 60% to 70% of the category.
With no readjustment in the last three years, BC servers ask for salary recomposition of 26.3% and career restructuring of analysts and technicians.
In BC, analysts receive a gross monthly salary of approximately R$19,000 to R$27,000, while the remuneration of technicians varies from around R$7,500 to R$12,500.
As for the non-salary agenda, employees ask for a change in the nomenclature from analyst to auditor, for example, and a higher education requirement for BC technicians to join.
The discontent of civil servants grew after President Jair Bolsonaro (PL) waved an increase only to federal police, a category that makes up his support base. The amount available in the Budget to raise the remuneration of civil servants is R$ 1.7 billion.
A new deliberative assembly is scheduled for next Tuesday (5), at 2 pm, to discuss the course of the BC servers strike.
