In the creation of goodwill for public infrastructure managed by the Hypertension, but also in the need for institutional changes so that the appeals will not delay public works, was reported by Deputy Chief Executive Officer, Panagiotis Stamboulidis, at the 8th Congress of Infrastructure and Infrastructure Congress.

“For us there is no longer any pressure to privatize infrastructure simply to redeem their value. On the contrary, we seek to create goodwill through the upgrade of their management and by upgrading the infrastructure themselves, so that they can return to the market with another starting point and new momentum, “he said.

Mr Stamboulides cited as an example of the ports of Alexandroupolis and Volos, where the strategy has changed due to new conditions. “These are not assets that we mature with old, usual privatization processes. We are applying a new model, where the port itself will function at the same time as a lever for growth and as a national entry gateway to Europe, “he explained.

In particular, for the port of Volos, he pointed out that, with the completion of the Business Plan – which matures – it would be included in the National Infrastructure Network, so that, together with the upgrade of the rail network, a comprehensive logistics services can be created.

Referring to the funding of infrastructure projects, he praised the structure of the recovery fund, which, he said, “leaves behind the anchors of European bureaucracy”. He emphasized that in order for Europe to become more competitive, “the NSRF that is identified with delays, bureaucracy and loss of funds must be adapted to the standards of the recovery fund.” It is characteristic that the Strategic Contracts Unit (PPF) of the Treasury completed 3 billion euros in just two and a half years through the RRF.

At the same time, it asked the state to make more decisively to complete the framework for standard proposals, so that, with the emergence of new financial tools, such as Modernization Fund and Social Climate Fund, there are ready -made mature projects to fund projects.

Mr. Stamboulidis, referring to the PPP projects, likened them to “two people who do not really want to marry, but make an engagement to say that they may be married in the future”, stressing that because of the long delays from design to their implementation, they are often different.

Finally, referring to the timeless problems delaying project implementation, he stressed that it could not take seven months to clear the approved presidential decree of an ESCAD. “The country today has a momentum that should not be lost. There is no one who has 15,000 euros to block a millions competition. The law on appeals in public works must change, “he said, insisting on the need for immediate reforms.
