Free state money to set up their own business, they can claim today unemployed up to 60 years of age: from Wednesday, October 8, 2025 at 13:00, the relevant platform for submitting applications for the Fourth Circle of the Entrepreneurship Program of the Entrepreneurship of the DPA is “opening” through which it can secure a € 14.
One of the conditions set is the preparation of a plan by an interested party, which will be considered to allow the venture to be viability.
What conditions should the interested parties meet
Conditions that interested parties have to meet:
- Be unemployed and registered in DBA
- To have completed the process of personalized approach and to have agreed to an individual action plan
- Be a Greek citizen, a citizen of a Member State of the EU or the expatriate with the right to reside and work in Greece, or a third-country citizen with a current residence permit
- Men to have fulfilled or legally relieved of their military obligations
- The business to operate legally within Greek territory
What kind of business is funded
Beneficiaries can create:
- Individual business
- Command Company (OE)
- Limena Company (EU) as a partners
- Limited Liability Company (EIA)
- Private Capital Company (IKE)
- Workers’ Cooperative (Article 24 of Law 4430/2016)
- Individual businesses are required to have been set up by former unemployed.
The grant has a duration of 12 months and is paid in three installments:
- 4,000 euros with the start of activity
- 5,400 euros after the end of the first semester
- EUR 5,400 after the end of the second semester.
The application includes a business plan and is submitted electronically HERE.
Applications will be evaluated by the DBA in order to select the business proposals that will be included in the comparative evaluation methodology.
To whom the program is addressed
The program is aimed at the unemployed aged 18-60 years and concerns the following areas:
- Regional Units of Kastoria, Achaia, Serres, Rhodes
- Municipalities of Perama, Keratsini – Drapetsona and Salamis
The total budget of the program amounts to EUR 12,580,000 and is funded by the Recovery and Resilience Fund.

The duration of the grant is set in twelve (12) months, with the start of the business start date.
In previous circles of the relevant DBA programs, nearly 10,000 beneficiaries have created coffee and fast food stores, to physiotherapy, tutorials for children with learning disabilities, diet centers, and innovative start-ups-such as a Ticket Seller.
