Disabled driver can now ask for exemption from IPVA 2022 in SP

Drivers in the state of São Paulo who are considered PCDs (people with disabilities) can now apply for exemption from the 2022 IPVA (Automotive Vehicle Ownership Tax). of Finance and Planning and is qualified to receive registrations from those who are entitled to tax exemption.

Access is made in two ways: with the password of the Nota Fiscal Paulista system or with a digital certificate, which is usually paid. Those who don’t have an account can register right away. You will need to inform CPF, date of birth and full name of the mother.

The driver who has forgotten his password can request a new one by clicking on the link “If you have forgotten your password, click here to open a new window and request a password change”. A new page will open, the driver must inform the CPF and say, again, that he forgot the password to follow the system step by step and generate a new one.

In the case of those who have a Nota Paulista password and will ask for the exemption, it is necessary, on the home page, to click on an arrow. Then, inform the user, which is the CPF, and the password to access the system. Click on “I’m not a robot” and go to “Login”. Only those who are enabled by the system will be able to place the order.

The payment of IPVA 2022, however, is suspended until July 31 for drivers who have already had exemption in 2020 and 2021. However, in order to obtain the full exemption this year, it is necessary to make the request, which will be analyzed. If the request is accepted, the taxpayer will not have to pay anything. If there is no exemption from IPVA, it will be necessary to pay the amounts up to 30 days later, that is, until the end of August, without penalty or interest.

When making the initial request for exemption, the PCD driver needs to attach documents proving the disability. In addition, it will be necessary to present a report from Imesc (Institute of Social Medicine and Criminology of São Paulo) proving the situation.

The Treasury informs that, in order to guarantee the right of all eligible owners to the benefit, the Imesc report or scheduling protocol can be forwarded later, when available. The reason is that the Imesc analysis system is not ready yet.

In a note, the folder also says that while the process is not analyzed, the IPVA 2022 remains suspended for those who made the requests. However, the exemption applies to vehicles up to R$ 70 thousand. Those who exceed this amount up to R$ 100 thousand “need to pay the tax related to the amount that exceeds R$ 70 thousand”.

What will the exemption request look like?

According to Imesc, in order to be exempt from IPVA 2022, an expert report to be issued by the institute must be scheduled at the Secretary of State for Justice and Citizenship. This document will take into account the ICD (International Classification of Diseases) and the ICF (International Classification of Functioning), from the WHO (World Health Organization).

A working group was set up to develop the entire service system. The institute also says that the Secretariat of Justice and Citizenship is dealing with the accreditation of clinics, entities and associations for the issuance of reports, which will be completely free.

PAID IPVA WILL BE RETURNED

Anyone who has already paid the IPVA 2022 in cash or paid off any installment will have the amounts returned, if the right to exemption is proven. To do this, just go to a Banco do Brasil branch and request the money back.

Finance data show that, in 2022, there are 80,800 exemptions for people with active disabilities. Approximately 255 thousand vehicles that had the exemption recognized in 2020 or 2021 by public civil action had the IPVA 2022 suspended, according to decree 66.470/22 and SFP resolution 05/22.

The secretariat estimates a tax waiver of BRL 705.9 million with the exemptions granted to these drivers in 2022. In 2021, the waiver was BRL 729.8 million, while in 2020, it was BRL 707.9 million.
