The 5% readjustment to all federal servants, defined by President Jair Bolsonaro (PL) this Wednesday (13), will also affect the military of the Armed Forces, government sources told Sheet.
The military has already been the subject of a career restructuring in 2019, which resulted in readjustments in the pay of some patents and expansion of bonuses. The category was contemplated in the midst of negotiations to reform the retirement rules of this group.
The situation contrasts with that of other federal servants. A large part of them have been on frozen salaries for five years, since 2017. The elite of the civil service, which includes police careers and tax auditors from the Federal Revenue, had the last increase in 2019.
According to government sources, the decision to include the military in this year’s adjustment was made by President Jair Bolsonaro, who has an important pillar of his political support in the group.
Reserve General Walter Braga Netto, former Minister of the Civil House and Defense in the Bolsonaro government, is quoted to be vice president on the ticket that will run for reelection.
A 1998 constitutional amendment removed the status of civil servants from the military, which became “called military”. Therefore, a more literal interpretation of the text would indicate that they are not covered by the general salary review rule, which will be used by the government to apply the 5% readjustment.

The cost of the readjustment for the Armed Forces is already accounted for in the R$ 6.3 billion estimated to fund the correction in the Executive Branch.
The total impact of the adjustment is BRL 7.9 billion in 2022, considering its reach also on careers in the Judiciary, Legislative, Public Ministry and Defender’s Office.
Bolsonaro’s decision to grant the 5% readjustment was anticipated by the Sheet based on information from members of the economic team and the Palácio do Planalto.
The option for the linear format was taken on the eve of the electoral calendar, after months of back and forth about the readjustments of the civil service and after pressure from the Planalto Palace on the economic team to reach an outcome this week.
The last general review of civil servants was granted in 2003, during the administration of former president Luiz Inácio Lula da Silva (PT). Since then, career increases have been approved in a segmented manner.
That year, there was a 1% readjustment to federal public servants of the Executive, Legislative and Judiciary Powers of the Union, and of federal agencies and public foundations.
In 2019, the Bolsonaro government proposed and the National Congress approved a restructuring of military careers that readjusted the pay of some ranks and increased bonuses paid to members of the Armed Forces.
The law created an additional availability, ranging from 5% to 41% of the pay, under the justification of compensating permanent availability and exclusive dedication.
The Armed Forces also received an increase in the additional qualification, paid according to the level of education of the member of the troop, which ranges from 12% to 66% of the salary this year. For 2023, there is already an approved readjustment in this bonus, and the maximum percentage will reach 73% of the pay.
