The Minister of Justice and Public Security, Anderson Torres, tries to get around the dissatisfaction with the government’s decision to grant a linear adjustment of 5% to all federal public servants and asks for “understanding” from the police.
This Thursday morning (14), the association of Federal Police delegates again criticized the government’s decision. In a note, the police officers claim that the choice for the linear increase means that the federal government does not comply with the commitment made by Jair Bolsonaro to promote the restructuring of the federal police forces.
“If the information is confirmed, there will be a disloyal breach of commitment that will be felt even more after the various losses suffered by federal police during this government, which has always had public safety among its banners”, state the federal delegates.
Since the Planalto has decided on a linear increase, Torres started looking for leaders of class entities and federal forces to expose the government’s position and affirm that the promised restructuring remains a priority for him and the president.
“The cooperation and understanding of all, in the face of budgetary difficulties this year, would be very important so that new opportunities to reward troops for their daily dedication and effort happen soon,” Torres told Sheet.
​In the note criticizing the decision, the ADPF (Association of Federal Police Delegates) says that “there was no concrete action of respect for the federal police” by the Bolsonaro government and cites the losses with the pension reform.
“ADPF is not opposed to any readjustments to other public servants. However, it should be noted that this government is not recognizing the sacrifice made every day by federal police officers who, even during the pandemic, continued to act firmly”, says the text.
The government had reserved BRL 1.7 billion in the 2022 budget for readjustments, which initially would only be for police careers. However, faced with pressure from other sectors of the civil service, the government opted for a linear adjustment. The hammer was struck this Wednesday.
Federal delegate, Anderson was the main guarantor of the increase in police careers in the government. Since taking office, his team has been working on the proposed restructuring of the PF, PRF and PF.
In practice, it means creating new positions, standardizing positions, and readjusting salaries. The ministry even sent provisional measures to the Economy with the new structures for careers.
The president of SINDPF SP (Union of Federal Police Delegates of the State of São Paulo), Tania Prado, complained of unfair treatment for those responsible for public security on Wednesday night (13).
“We are outraged by the disrespectful treatment that the government is giving to the Federal Police, the internal climate is unsustainable,” he said.
“The government’s speech, in this way, is empty, as it does not value the Union’s security forces, nor the PF. Everything shows that the PF is not a priority for this government and that lies have been told.”
Last year, the president had determined in a meeting with ministers to give priority to the readjustment of police officers. When Congress voted on this year’s budget, it even entered the articulation personally to guarantee the reserve of R$ 1.7 billion for this.
Paulo Guedes’ team, however, resisted granting the readjustment, given the fiscal difficulty. On the political wing, Bolsonaro’s allies also began to consider it more onerous to give raises to a few categories in an election year.
According to government reports, the possible form of compensation for the police would now be to continue the structuring of the criminal police, considered easier to follow up than the others, and the creation of more than a thousand vacancies for those approved in the PF and PRF competitions. .
Bolsonaro’s decision to grant the 5% readjustment was confirmed by the Sheet based on information from members of the economic team and the Palácio do Planalto.
The option for the linear format was taken on the eve of the electoral calendar, after months of back and forth about the readjustments of the civil service and after pressure from the Planalto Palace on the economic team to reach an outcome this week.
The last general review of civil servants was granted in 2003, during the administration of former president Luiz Inácio Lula da Silva (PT). Since then, career increases have been approved in a segmented manner.
That year, there was a 1% readjustment to federal public servants of the Executive, Legislative and Judiciary Powers of the Union, and of federal agencies and public foundations.
