Government evaluates giving more to servers after dissatisfaction with 5% readjustment

The government is considering giving more to public servants, after different categories showed dissatisfaction with a linear readjustment of 5% for all civil servants.

Members of the Executive began to talk in recent days about granting, in addition to higher salaries, an increase in food stamps and in the value of daily allowances granted for travel.

For security forces employees, the government signaled this week that a restructuring of police careers is not ruled out. In addition, members of the Executive stated to the civil servants that it would be a priority to create more than 1,000 vacancies for those approved in the Federal Police and the Federal Highway Police.

Part of the government, however, argues that this is not the time to define new measures. These decisions can be taken until the end of June – when the deadline given by the Fiscal Responsibility Law for readjustments ends (six months before the end of the presidential term).

The president told supporters on Monday (18) that the spending cap holds back salary changes. “Server wants a readjustment. I want to give a readjustment, but I have a ceiling on expenses”, he declared.

As shown by Sheet On Wednesday (13), Bolsonaro decided to give a linear adjustment of 5% to all careers – including military members of the Armed Forces, as well as members of the Judiciary and Legislative – as of July 1 of this year.

The decision displeased the police in particular, as Bolsonaro signaled last year a restructuring aimed at the category. The ADPF (National Association of Federal Police Delegates), for example, expressed “total indignation and rejection” of the government’s choice of 5%.

According to the entity, if the information is confirmed, “there will be an unfair breach of commitment” by the government, “which has always had public safety among its banners.”

In a press conference this Monday (18), the special secretary of the Treasury and Budget, Esteves Colnago, said that there was no official statement about any decision by the Planalto Palace.

“The 5% readjustment is just one of the proposals on the table. There was no decision taken in this regard. There is a set of proposals on the table”, stated Colnago. “There is no communication that gives us the clarity that there was this decision,” he said.

The Planalto Palace has not officially commented on the matter, but the Sheet learned from the president’s assistants and members of the economic team that the adjustment was agreed in a series of meetings last week.

This Monday, the government held new meetings with different entities that represent the police to try to mitigate dissatisfaction. Minister Anderson Torres (Justice and Public Security) led the negotiations.

Marcus Firme, president of Fenapef (National Federation of Federal Police), said that there was no definition at the meeting. However, he said, a positive point is that the government has not yet ruled out the restructuring of the police.

The entities that participated, representing the Federal Police, the Federal Highway Police and Depen (National Penitentiary Department), say that this is the main claim in the category.

“The phase is still one of dialogue, but the stoppage is not ruled out. We expect the government to comply with what was agreed and promised,” said Firme.

Egídio Araújo, president of the Federal Police Union in the Federal District, added that parliamentarians who attended the meeting went to the Planalto Palace to try to bring their demands to Bolsonaro. Minister Torres also went to meet the president.

Egídio believes that the next step is to wait if this meeting will take place and what will be discussed in it to make the next moves.

“The minister [Anderson Torres] had not hit the gavel that would not give the restructuring. Faced with the news, we want him to [Bolsonaro] keep his word. Let him carry out the restructuring of careers,” he said.

People who attended the meeting this afternoon said that Torres pledged to try to get the security careers out of paper.

Guedes enters the crosshairs of servers

According to reports, Minister Paulo Guedes (Economy) came into the crosshairs of civil servants. During the meeting, there were complaints that, if it had been up to the holder of the Economy, they would not even have had the prospect of an increase.

Even without officially expressing a definition regarding the readjustments, the Ministry of Economy included a reserve of R$ 11.7 billion for the granting of salary readjustments to civil servants in the 2023 LDO (Budget Directive Law) project, sent to the Congress last Thursday (14).

The money can be used to fund the future impact of a general review of remunerations in 2022, or else a readjustment given in the first year of the president of the Republic to be elected this year.

A 5% readjustment would require BRL 12.6 billion next year – BRL 900 million more than what was reserved for 2023.

In addition to the police, the government faces pressure from civil servants on other fronts. In the Ministry of Economy and the Central Bank, different indicators have been delayed due to the movement of civil servants.

The Focus bulletin, through which the BC gathers market projections for indicators such as GDP (Gross Domestic Product) and inflation, has not been published since March 25. In addition, other data have been delayed – such as the release of the trade balance.
