The Castle of Ioannina, one of the largest fortifications of the era of Ali Pasha, is becoming universally accessible for the disabled and handicapped. The interventions, which were approved by the Central Archaeological Council, serve the wider planning of the Ministry of Culture and Sports, the Region of Epirus and the Municipality of Ioannita. With the upgrading of the North-East Acropolis and its connection with the South-East of Its Calais, the archaeological site and the Castle are unified and highlighted, as a single monumental complex, universally accessible to the disabled.
As stated by the Minister of Culture and Sports, Lina Mendoni, “in the area of ​​the Castle, an important program of projects and studies is developing which is changing the image of the Castle and the urban fabric of the city. Through the specific interventions, the quality of life of the residents is upgraded and the cultural reserve and the multicultural identity of the region are highlighted in a coherent and unified way. With the cultural development program agreement between the Ministry of Culture, the Region of Epirus and the Municipality of Ioannina, studies are being prepared and restoration projects are being implemented in the monuments located inside the Northeast Acropolis, the Aslan Pasha Mosque, the Madrasah, the Ottoman Library and the Ottoman Baths.
The aim is to upgrade the whole of the North-Eastern Acropolis, so that it is connected and stands out equally with the South-Eastern Acropolis of Itz Kale. In this wider planning, the improvement of accessibility is a necessary condition for the upgrading and functional integration of the Castle into the urban fabric of the city. The unification of the two fortresses and the creation of a single archaeological and cultural site is the subject of the Strategic Development Plan prepared by the Ministry of Culture and Sports, in collaboration with the Municipality of Ioannina for the promotion and sustainable use of the Castle of Ioannina as an emblematic monumental complex”.
The object of the study in the North-Eastern Acropolis is the connection of the accesses, which are being built in the context of the project of shaping Glykidon square and streets of Historic Prokopio, Glykidon and Sougdouris to the Castle of Ioannina, implemented by the Municipality of Ioannina. The network of sidewalks, public streets and squares, in the area of ​​the Castle, is being remodeled and access is being improved, up to the South entrance of the Acropolis, through a smooth sidewalk that allows the movement of people with disabilities and disabled people.

Starting from the two entrances of the Acropolis, in the North-Eastern Acropolis outdoor routes are planned that allow access for visitors, the disabled and people with disabilities, to the building of the Aslan Pasha Mosque, to the adjacent building of the Madrasah, to the common sanitary areas and also to the Hestia building.
The interventions in the interior of the North-Eastern Acropolis include the creation of new routes – with markings and for the visually impaired – the reconstruction of cobblestones to normalize their slopes, the maintenance of existing routes and connections to the new routes. At the points of vertical connection, access is ensured by means of mechanical means of ascent, while the interventions in the Madrasah spaces are integrated into the ongoing restoration study of the monument. Specifically, from the entrance of the South gate to the entrance of the Aslan Mosque, a disabled path is created on a single flat surface, through the gate that ends on the external disabled path in Glykidon square. An open platform elevator is installed, leading to the level of the horizontal courtyard in front of the Madrasah.
