There is no evidence that player Neymar supports the so-called “PEC das Praias”, contrary to what actress Luana Piovani suggested in videos recently published in Stories on her Instagram profile. “We have to have this kind of wear and tear. The PEC in question is the Proposed Amendment to the Constitution 03/2022, and Neymar, to date, has not publicly taken a position on the measure. The association between his name and PEC took place days after the athlete announced a partnership with real estate developer Due in a R$7.5 billion project that initially includes 28 projects on the coast of Pernambuco and Alagoas.

The text, written by senator Flávio Bolsonaro (PL-RJ), provides for the transfer of marine land in urban areas of the Union to states, municipalities or private owners.

Marine lands are seaside areas, which occupy a 33 meter strip along the sea coast and the banks of rivers and lakes that are influenced by the tides. They do not include beach or sea areas.

According to constitutional lawyer Antonio Carlos de Freitas Júnior, the proposal, if approved, will not allow privatization or restriction and control of access to Brazilian beaches, which will remain public. “This PEC will not impact access to beaches. The law on land occupation is another [lei federal 7.661/1988], and will not be changed by the PEC. The beach continues to be public,” he said.
