The Center for Educational Policy Development (KANEP) of GSEE, states an urgent need for structural transformation, reconstruction and quality upgrade of the productive model of the country, in an exhibition presented today at the Amphitheater of the Acropolis Museum – in the context of a special event entitled: “Sizes, trends and developments”.
As it is pointed out, our country is in the 3rd highest position in the EU of 28 in the vertical skills mismatch, with a 32.3% of people aged 15-34 and with a higher level of education (ISCED 5-8) to be employed in professions that require lower level of knowledge-skills.
Unfortunately, this pathogenesis, at the same time as it devalues ​​the qualifications and skills of the domestic workforce – which in essence are developed and shaped in our education system with public resources and sacrifices of Greek households – contributes in its own way to intensification of the phenomenon of migration of super-trainees abroad.
More specifically, the main findings of the research demonstrate:
a) In the primary production sector and especially in the agricultural sector, Greece is ranked 26th in the EU-28 in production efficiency, a fact that is directly related to the low level of education and training of those employed in this sector (most of them have only practical agricultural experience).
Yields are low in other sectors of primary production (fisheries, aquaculture), but it is also observed that where workers have a higher level of education (secondary or higher secondary education) production yields show an improved picture.
b) The structural transformation, the reconstruction and the qualitative upgrade of the productive model of the country are considered absolutely necessary, if we take into account that the 15 most dynamic branches of economic activities in Greece do not include any of the branches of the category “Research and Development” (Research and Development), as well as the fact that the majority of enterprises are low-intensity digital, with the country again being ranked among the lowest in the EU-28 in the relevant index (Digital Intensity Index – DII) both in terms of total enterprises (27th place) as well as in terms of their ranking in small (28th place), medium (21st place) or large (26th place).
c) In connection with the above, the Report shows that Greece is in the negative 2nd place in the EU-28 in terms of the “index of companies without a strategic plan and continuing vocational training activities (CVT)”, a finding demonstrated by timeless culture deficit – on the part of companies – in investing in the development of their human resources through the upgrading of their skills.
Also, the Report shows that our country is in the 3rd highest position in the EU-28 in the vertical skills mismatch, with a 32.3% of people aged 15-34 and with a higher level of education (ISCED 5-8) employed in professions that require a lower level of knowledge-skills (ISCO08: 4 to 9).
Unfortunately, this pathogenesis, at the same time as it devalues ​​the qualifications and skills of the domestic workforce – which in essence are developed and shaped in our education system with public resources and sacrifices of Greek households – contributes in its own way to intensification of the phenomenon of migration of super-trainees abroad.
d) Finally, 2/3 of companies in Greece (approximately 67%) are labor-intensive, low-wage and high-risk (mainly in the primary sector) and only 1/3 are knowledge-intensive. This fact is reflected in the low added value that shows a significant part of entrepreneurship in the country.
