The Central Council of Architecture met under the chairmanship of the General Secretary of Spatial Planning and Urban Environment, Efthymiou Bakogiannis. Among the issues addressed and received a positive opinion are the following:
• Approval of the project study: “Department of Green and Leisure Metropolitan Park, Modification of the study of Landscape Architecture and Architectural Structures, in specialization of the General Organization Plan of the Green and Leisure Metropolitan Park, within the A1 K”
The modification of the architectural study in the Department of the Metropolitan Park of Greenery and Recreation concerns the reduction of the construction within the A1 Building unit, as more emphasis is given to the natural solutions and the local character of the park, as well as to functional improvements.
In particular, the coverage, construction and volume are reduced due to the abolition of the shelter in square D (Water Square), the 2 buildings – information points, and the three Observatories. The absolutely necessary constructions for the operation of the Park are preserved. It is thus reduced: the realized coverage, from 1,378.03 μ² to 389.40 μ², the realized construction from 4,800 μ² to 389,40 μ² and the realized volume (from 7,370.39 μ³ to 1,751.91 μ³). There are only 2 buildings left, the Information Point – Reception – (Info Point) which also includes a first aid clinic. Also, the Auxiliary Building is modified for the better coverage of the needs of the uses that it houses, as well as the morphology of the Information Point for reasons of better integration in the landscape.
The Water Square, with an area of 3,650 μ² will be one of the most modern fountains – “water toys”. It will occupy a large part of square D but when it is not working, it will leave the square free for other uses. Overall throughout the study, priority is given to the preservation, recycling and reuse of existing materials.
• Approval of a modified study concerning the creation of green routes with the conversion of Tositsa Street from Bouboulinas Street to Eressou Street into a light traffic street and renovation of Zosimadon pedestrian street in the 1st D.K.
With this study, Tositsa and Zosimadon streets are functionally and visually integrated, so that in the area of Exarcheia to create “green” routes that will connect two vital points of the city, the complex of Archaeological Museum – NTUA with its hill Turns.
In particular, Tositsa Street is converted into light traffic and for this purpose the width of the road is reduced as well as the speed limit of passing vehicles. The road is one-way and the parking of private cars is limited, with temporary parking spaces for non-polluting means such as bicycles, electric or not. The sidewalks are widened and ramps for the disabled are placed in the corners of each building block that lead directly to crossings.
Trees and flower beds are planted to reduce the intensity of the thermal island effect and improve air quality, while in each building block an underground drainage area is provided. At the same time, the creation of recesses for recycling bins is included, while their undergrounding is also considered. At the same time, it is planned to install a meteorological station, new lighting fixtures and seating areas for passing citizens with materials resistant to time and heavy use.
Respectively, Zosimadon Street, a characterized pedestrian street that is being implemented, is being remodeled due to a slope, in 3 zones – steps, where an attempt is being made to normalize the intense elevation differences. A wide staircase is created, blind people walk and tree rows are placed.
• Approval of an architectural study for the renovation of Vasilissis Olgas Avenue
It concerns the transformation of Vasilissis Olga Avenue into a pedestrian street, in order to form a wide common area that will unite the archeological site of Olympia with the Zappeion and the National Garden and will complete the archeological walk from Kerameikos to Panathinaikos.
The boundary of the study extends from the junction of Vasilissis Olgas Avenue with Vassileos Konstantinou Avenue and Ardittou Avenue to its junction with Amalias Avenue, including the area surrounding Adrianou Gate, while its area is approximately 23,000 square meters. .
Emergency vehicles, catering vehicles, special vehicles and public transport vehicles are excluded from the traffic ban. The operation of the tram lines passing through Vasilissis Olgas will not be modified, but will be included through the study of the renovation of the road.
In the study of the implementation of the architectural study, measures will be taken that will ensure road safety for the protection of pedestrians, trams and emergency vehicles from the common use of the traffic corridor in the direction of Vasilissis Konstantinou. The renovation of the road is accompanied by a modification of the traffic lights at the junctions with Vas. Konstantinou and Vas. Amalias depending on the final configuration of the road.
The Deputy Minister of Environment and Energy, in charge of Spatial Planning and Urban Environment, Nikos Tagaras, stated:
“It is important that for all 3 architectural studies that received a positive opinion from the Central Council of Architecture – for the Department of Green and Leisure Park of Elliniko, for the green paths on Tositsa and Zosimadon streets and for the renovation of Queen Olga – the message it is clear: the design of the urban environment has a “green” sign “.
