The Minister of Citizen Protection Panagiotis Theodorikakos went this morning to the Internal Affairs Service of the Security Forces. There for 2.5 hours, the Minister was informed by Commander Lieutenant General Elias Kossyvakis about the progress of the investigations regarding the circuit of illegal Hellenizations with the illegal issuance of IDs and passports in which police officers are also involved.
The Minister demanded that the investigation into the circuit of illegal Hellenizations be completed and that all those involved be brought to justice.
The statement of the Minister of Civil Protection Takis Theodorikakos in detail:
“After many months of investigation, the Internal Affairs Service informed me about the dismantling of a criminal organization with the participation of unfortunately corrupt police officers.
From the first moment that the Prime Minister entrusted me with this crucial Ministry, I called for transparency and the fight against corruption.
In order for the Police to gain the trust of the society, it must first obey the laws. Citizens demand security. They want the policeman near them, to protect them and not to make them illegal.
There will be no leniency towards anyone who breaks his oath. We support with all our strength the police officers on duty, who work hard and consciously for the security of our citizens and our homeland.
And these are the vast majority of Greek police officers.
We are facing police officers, who are proving to be epic. I asked the head of the Home Affairs Service for the investigation to be completed and for all those involved to be accountable to justice.
Only in this way, the citizens will feel that EL.AS. operates transparently and effectively against crime wherever it is, for the good of our citizens and our Republic.
After many months and systematic investigation of the Internal Affairs Service of the Security Forces, 20 people were arrested in the morning and afternoon hours of 30–11–2021, within the limits of the highway, including: nine (9) active police officers (of which one (1) officer), one (1) Civil Servant of the Ministry of Civil Protection, one (1) Employee of the Registry Office, one (1) lawyer and eight (8) citizens. In total, according to the investigations so far, in the criminal organization there is evidence that 34 police officers are involved.
From the investigations of the Service so far and the combined evaluation of the collected evidence, it has emerged that at least from 26–04–2013 to 30–11–2021, a criminal organization had been formed, consisting mainly of Greeks, returnees of former EU countries. .SD., Police and other civil servants. The network had developed a network of associates and was active in the issuance of genuine (typically) Greek identity cards, Greek passports and driver’s licenses to foreign nationals with a heavy criminal record, seeking the acquisition of illegal property.
At the same time, they facilitated the illegal stay in the country of foreign nationals, who enjoyed all the rights of Greek citizens, such as issuing a tax registration number, social security registration number, misleading the competent public authorities and services, making it difficult for locating and arresting some of them (with a burdensome criminal record) and also facilitating their exit from Greece to other countries, especially the European Union and the Schengen area (SCHENGEN), where some holders of “fake” documents were arrested.
The mode of action (“modus operandi”) of the criminal organization, which was hierarchically structured, multi-member, complex and not at all accidental, with distinct and interrelated roles of its members, with each member submitting to the will of the whole (Manager – its brain unable to carry out its plan on its own, making it common for other members to pursue the common criminal purpose of issuing Greek citizenship cards and passports, mainly to foreigners but also to nationals or by using false information not existing persons, either by using the data of expatriates who were permanently residing abroad and were completely unaware of the actions of the organization, or by using the data of existing nationals, following a previous false declaration of loss of a previously legally issued identity card, or by using real their identity documents, through illegal acquisition of Greek citizenship.
By using the above, the interested parties achieved, on a case-by-case basis, their free stay and movement in the country, the concealment of any criminal past, their unimpeded departure from the country and their free movement and residence in countries inside and outside the European Union and SCHENGEN area, the issuance of driving licenses, the compilation of new or the use of existing tax registers and the consequent establishment of companies and enterprises and the conclusion of contracts and contracts of any kind.
For the issuance of each document, the interested party paid a sum of money of at least thirty thousand euros (€ 30,000.00). So far, more than 600,000 euros have been confiscated.
According to the ongoing investigation, it is estimated that the total financial benefit obtained by the criminal organization amounts to at least five million euros (€ 5,000,000.00). The Minister of Civil Protection, Panagiotis Theodorikakos, asked the Governor and the staff of the Internal Affairs Service to continue the investigations and to fully clarify the case in order for the guilty to be brought to justice.
