Clarity: Exemption from the environmental permitting process for repairs to the Corinth Canal

The decision of Exemption from the obligation to comply with the environmental permitting procedure (para. 2b article 1 of Law 4014/2011) of the urgent project was posted on Thursday in Diavgeia by the co-competent Ministries of Transport and Environment: ” FROM THE SIDE OF THE PELOPONNESE OF THE CORINTH CANAL “.

The project concerns the execution of urgent technical works for the restoration / repair of the damages caused on the slope by the Peloponnese side of the Corinth canal during the period between 11/2020 and 2/2021 culminating on 3/2/2021 where occurred on the slope of the Isthmus Canal of Corinth a volume collapse of about 15000 – 20000 m3.

As a result of these successive failures in the stability of the canal slope, the canal in question remains closed and the specific navigation channel is not available. The projects examined in the file concern all the necessary works for the complete and final restoration of the caused failures.

The decision in detail

Specifically, the following sequence of main tasks will take place
construction:

Reinforcement of the south pier of the bridge with additional piles around an existing pier, concrete elements connecting them to an existing pier and construction of bolts / drains from a stretcher suspended on a crane in the part of the slopes under the bridge that cannot be excavated.
2. Slope mitigation excavations accompanied by local applications of declarations, drainage wells, surface formations with permanent roads (ramps) of movement of even heavy vehicles and the required hydraulic works for the treatment of surface waters.
3. Construction of access from the bottom of the excavation west of the bridge to the Western Embankment, construction of an embankment and its sealing with a central partition of intersecting unarmed piles with plastic concrete and cement injections at the boundaries of the embankments in contact with its existing slopes.
4. Construction of an eastern embankment with the transport of materials by floating means and its sealing with a central diaphragm by intersecting unarmed
piles with plastic concrete and cement injections with transport of the respective machines by floating means. This sub-project can start from the beginning on its own as it is not related to the above.
5. Pumping of the section of the Canal between the two embankments.
6. Cleaning of the evacuated part of the Canal from fallout products, remnants of canal slope lining, loose bottom materials in the foundation area of ​​the new foot wall, implementation of a deep point for low level maintenance with continuous pumps.
7. Construction of foot wall from reinforced concrete “dry”.
8. Filling an evacuated section of a canal with water pumping.
9. Demolition of embankments by sea.

The above works aim at dealing with emergencies of civil protection (according to paragraph 1 of article 1 of Law 3013/2002 [Α’102]), and take place
in the context of declaring a state of emergency of the isthmus canal, from the side of the Peloponnese and specifically from CHT: 2 + 200 to CH: 3 + 200 (biological treatment plant) of the Corinth PE, for reasons public safety.
